Job Overview:
The Roster / HR Assistant position is situated within the Human Resources Management Department (HRMD) of the International Telecommunication Union. The HR Assistant will provide high-level and specialized HR support activities, focusing on the management of entitlements and conditions of service for both fixed and short-term staff. This role requires the delivery of comprehensive, high-quality, timely, and accurate HR services in accordance with Staff Regulations and Rules. The HR Assistant will be responsible for initiating various administrative actions, processing requests, and ensuring that staff are informed of any changes in their administrative status. The position also involves handling complex cases, providing briefings to staff members, and maintaining confidential personnel records. The HR Assistant will play a crucial role in ensuring that HR policies and procedures are updated and adhered to, contributing to a supportive work environment that fosters organizational creativity and performance measurement based on results.

Duties and Responsibilities:
The HR Assistant will undertake a variety of duties, including but not limited to: delivering high-quality HR services to staff and consultants; ensuring fair and transparent application of Staff Regulations and Rules; initiating administrative actions such as appointments and transfers; processing requests related to entitlements and conditions of service; maintaining and updating personnel records; advising staff on their rights and obligations; handling non-routine and complex cases; proposing updates to HR policies; and keeping abreast of changes in Staff Regulations and Rules. The HR Assistant will also be responsible for monitoring the implementation of administrative actions and ensuring compliance with new procedures in human resources development and staff administration.

Required Qualifications:
Candidates must possess a complete secondary education with a diploma or equivalent technical or commercial studies. For internal candidates, a combination of obligatory schooling and thirteen years of qualifying experience may be accepted in lieu of complete secondary education for promotion or rotation purposes. Additionally, candidates should have a strong understanding of HR principles, policies, and procedures, as well as the ability to maintain confidentiality and demonstrate good judgment in their work.

Educational Background:
The educational requirement for this position includes a complete secondary education with a diploma or equivalent technical or commercial studies. Internal candidates may have different educational qualifications accepted based on their experience and schooling. This flexibility allows for a diverse range of candidates to apply, ensuring that the best talent is considered for the role.

Experience:
Candidates should have at least eight years of experience in Human Resources or Administration. It is important to note that a maximum of three years of studies in a relevant field may replace the required experience on a one-to-one basis, allowing candidates with educational backgrounds in HR or related fields to qualify for the position even if they have less practical experience.

Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at an advanced level is mandatory. Additionally, candidates should have knowledge of a second official language at an intermediate level. Proficiency in a third official language would be considered an advantage, enhancing the candidate's ability to communicate effectively within the diverse environment of the ITU.
