Job Overview:
The Technical Advisor I - Health Information Systems (HIS) position is designed to provide strategic guidance and technical support to government stakeholders and partners in Nigeria. The role involves leading processes that support the development, review, updating, and implementation of HIS policies, standards, and interoperability frameworks. The advisor will ensure that these frameworks align with national health strategies and CDC-PEPFAR priorities while promoting governance structures that support sustainability. The position also requires optimizing HIS platforms, ensuring they are user-friendly, compliant with data security" style="border-bottom: 1px dotted #007bff !important;">security standards, and capable of supporting effective decision-making through data integration into dashboards and analytics tools. The advisor will be responsible for managing the deployment and troubleshooting of HIS solutions at various levels, building capacity through training programs, and driving innovation by identifying and piloting emerging digital health technologies. The role demands strong relationship management skills to liaise effectively with government, donors, and implementing partners, and to advocate for HIS priorities in national forums.

Duties and Responsibilities:
  • Provide strategic guidance to government stakeholders and partners in developing and implementing HIS policies and frameworks.
  • Ensure HIS platforms are optimized for user-friendliness and compliance with data security standards.
  • Manage the deployment and troubleshooting of HIS solutions at facility, district, and national levels.
  • Develop and deliver training programs for health workers and HIS officers to strengthen local capacity.
  • Facilitate data quality assurance processes and support routine reviews in health facilities.
  • Integrate HIS data into dashboards and analytics tools for evidence-based program improvement.
  • Identify and pilot emerging digital health technologies to enhance system connectivity.
  • Serve as a liaison between government, donors, and implementing partners, participating in technical working groups and advocating for HIS priorities.

Required Qualifications:
  • Bachelor's degree in health informatics, Public Health, Computer Science, Data Science, or related health data sciences.
  • Minimum of eight years of relevant work experience with progressive responsibilities, ideally with an international NGO.
  • At least three years of experience managing field-based Health Information Systems.
  • Experience in networking and building relationships with donors and civil society partners.
  • Proficiency in MS Office packages and ability to present complex data in understandable formats.
  • Strong analytical and problem-solving skills, with the ability to perform complex data analytics using software such as Excel, Python, STATA, Tableau, or PowerBI.
  • Excellent technical writing, presentation, facilitation, and mentoring skills.
  • Proactive, resourceful, and results-oriented approach to work.

Educational Background:
A Bachelor's degree in health informatics, Public Health, Computer Science, Data Science, or related health data sciences is required. A Master's degree in health informatics, Epidemiology, Information Technology, or related health data sciences is preferred and considered an advantage.

Experience:
The position requires a minimum of eight years of relevant work experience, with progressive responsibilities ideally within an international NGO context. Candidates should have at least three years of experience specifically managing field-based Health Information Systems, demonstrating a strong understanding of the complexities involved in such roles.

Languages:
Proficiency in English is mandatory. Knowledge of additional languages relevant to the region may be considered an advantage but is not explicitly required for this position.
