Job Overview: The Programme and Project Coordinator (P-5) position is a senior managerial role within the International Data Centre Division (IDC) of the CTBTO. The incumbent will be responsible for coordinating technical programmes and projects across the IDC Division, providing strategic advice to the Director on critical matters related to the progressive commissioning plan and inter-divisional priorities. This role requires overseeing the development of an integrated programme of work, ensuring alignment with organizational objectives, and preparing technical elements of performance reports. The coordinator will also review and analyze technical components of divisional work programmes, ensuring compliance with the Treaty and operational directives. Additionally, the position involves managing risks, overseeing business continuity plans, and ensuring effective collaboration across divisions and with external partners. The coordinator will also be responsible for coaching and facilitating training opportunities for staff, preparing documentation for governing bodies, and performing other duties as assigned. This role is crucial for ensuring that the IDC Division meets its goals and operates effectively within the framework of the CTBT.
Duties and Responsibilities: The duties and responsibilities of the Programme and Project Coordinator include:
Coordinating technical programmes and projects across the IDC Division, advising the Director on critical matters related to the commissioning plan and inter-divisional priorities.
Overseeing the development of an integrated programme of work in cooperation with the IDC Project Office, ensuring alignment with organizational goals, priorities, and budgets.
Preparing technical elements of performance reports and reviewing technical components of divisional work programmes to assess quality and effectiveness.
Advising the Director on improvements to enhance results and ensuring compliance of IDC infrastructure and product development with the Treaty and operational directives.
Leading the maintenance of the Divisional Risk Register, ensuring risks are identified, monitored, and mitigated.
Overseeing the implementation of Business Continuity and Disaster Recovery Plans, ensuring readiness and resilience.
Coordinating cross-divisional and external collaboration, ensuring technical requirements are met cost-effectively.
Managing priorities for software development initiatives to ensure secure, scalable, and maintainable solutions.
Providing oversight and coaching for staff in the Quality Management, Data Review & Fusion Unit, and facilitating high-quality training opportunities. 1
Preparing and coordinating documentation and reports for governing bodies and performing other duties as assigned.
Required Qualifications: The required qualifications for the Programme and Project Coordinator position include:
An advanced university degree in geophysics, science, management, or a related field.
At least ten (10) years of relevant working experience, with a minimum of three (3) years in a senior managerial position, preferably in an international environment.
Proven experience in coordinating teams in a complex and dynamic environment, demonstrating multitasking capabilities among multiple concurrent projects.
Strong communication skills in a multicultural environment, with the ability to show initiative, political sensitivity, tact, and excellent judgment.
Experience with PRINCE2 project management methodology is highly desirable.
Educational Background: Candidates must possess an advanced university degree in geophysics, science, management, or a related field. This educational background is essential for understanding the technical and managerial aspects of the role, as well as the complexities involved in coordinating international projects related to nuclear test ban verification.
Experience: Candidates should have at least ten (10) years of relevant working experience, with a minimum of three (3) years in a senior managerial position. This experience should preferably be in an international environment, demonstrating the ability to manage complex projects and coordinate teams effectively. The candidate should have a strong ability to communicate in a multicultural setting and possess a proven track record of building partnerships and managing multiple concurrent projects.
Languages: Excellent written and oral communication skills in English are essential for this position. Knowledge of other official CTBTO languages, including Arabic, Chinese, French, Russian, and Spanish, is desirable and would be considered an asset in this role.
