Job Overview: The Program Deputy Field Coordinator (P-DFC) is responsible for supervising the implementation of programs in the Mykolayiv Region of Ukraine. This role is critical in aligning with SI's annual country strategy and adapting to the evolving humanitarian needs in the area. The P-DFC will support the design and implementation of new projects while ensuring the quality of project execution through direct management of Program Managers. Additionally, the P-DFC will assist the Field Coordinator (FC) in representing the organization in external meetings as delegated. The position is set against the backdrop of a challenging operational environment due to ongoing conflict, necessitating a focus on both immediate emergency response and early recovery interventions. The P-DFC will play a vital role in enhancing sectoral integration and promoting localized approaches to maximize the impact of SI's interventions in the region.
Duties and Responsibilities: The P-DFC will oversee the implementation of programs, ensuring adherence to SI's strategic objectives. Key responsibilities include:
Supporting the design and implementation of new projects in line with the evolving humanitarian needs.
Collaborating with the Field Coordinator on strategic planning, including the development of a 3-year strategy for the region.
Monitoring and evaluating program quality, coordination, and accountability mechanisms.
Engaging in partnership strategy development and implementation.
Addressing security" style="border-bottom: 1px dotted #007bff !important;">security constraints while maintaining effective communication and coordination with beneficiaries.
Empowering the PROG & MEAL team following team restructuring.
Following up on submitted proposals and ensuring timely reporting and compliance with donor requirements.
Required Qualifications: Candidates must possess a bachelor's degree in a relevant field and have at least 3 years of experience in the humanitarian sector, with a minimum of 1 year in a similar position. Experience in humanitarian program management is essential, and an engineering background or education in WASH or a related technical field is considered an asset. Candidates should demonstrate strong project management skills and knowledge of SI's sectors of intervention, including WASH, Shelter, and Food Security and Livelihoods (FSL). Experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) and grants management will be advantageous, as will experience in partnership implementation.
Educational Background: A bachelor's degree in a relevant field is required for this position. This educational background should ideally be complemented by specialized training or coursework related to humanitarian aid, project management, or technical fields relevant to WASH and Shelter.
Experience: The position requires a minimum of 3 years of experience in the humanitarian sector, with at least 1 year in a similar role. Candidates should have a proven track record in humanitarian program management, demonstrating their ability to navigate complex operational environments and manage diverse teams effectively.
Languages: Proficiency in English is mandatory for this position. Knowledge of French is considered an asset, as is proficiency in Ukrainian or Russian, which would enhance communication with local stakeholders and beneficiaries.
Additional Notes: This position is a short-term contract with a duration of 6 months, starting on April 1, 2026, with the possibility of extension. The role is based in Mykolaiv, Ukraine, and involves working under security constraints typical of conflict zones. The compensation package includes a gross monthly salary starting from EUR 2475, a monthly Per Diem of EUR 700, and coverage for accommodation and travel expenses. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. The organization implements a system of breaks, allowing for time off every three months, along with additional rest days accrued for each month worked.
