Job Overview: The Chief of the Community Safety Development Section will play a pivotal role in enhancing community safety and policing strategies within Kosovo. This position requires a strategic leader who can manage and direct the Community Safety Development Section, ensuring effective implementation of community policing policies and fostering relationships between law enforcement and communities, particularly non-majority groups. The successful candidate will assist the Director of the Department for Security and Public Safety in coordinating departmental strategies, policies, and budgets, while also representing the department in various inter-institutional forums. The role demands a comprehensive understanding of security matters, the ability to analyze emerging public safety issues, and the capacity to propose sustainable solutions. The candidate will also be responsible for overseeing project management, including the design, implementation, and evaluation of community safety initiatives, and will work closely with local and international stakeholders to promote best practices in community safety.
Duties and Responsibilities: The Chief of the Community Safety Development Section will have a range of responsibilities, including: assisting the Director in coordinating departmental strategy, policy, program, and budget; ensuring efficient operational implementation of departmental projects; representing the department in the absence of the Director; providing strategic direction and managing all staff within the Community Safety Development Section; advising on community policing issues; supporting the development and implementation of community policing policies; overseeing project design and evaluation; representing the department in inter-institutional groups; collaborating with senior leadership of the Kosovo Police and Ministry of Internal Affairs; coordinating donor efforts regarding community safety; and performing other management duties as assigned by the Director.
Required Qualifications: Candidates must possess a first-level university degree in law enforcement, public safety, criminal justice, criminology, law, psychology, emergency management, or a related field. Additionally, candidates should have completed police academy administrative courses in human resources management and general police management. A minimum of 8 years of diversified and progressively responsible experience in police or relevant law enforcement/security fields is required, including at least 3 years in a management role. Candidates must demonstrate excellent oral and written communication skills in English, as well as strong negotiating and interpersonal skills. Knowledge of International Police Standards and human rights is essential, along with the ability to read and utilize maps and perform first aid.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as law enforcement, public safety, criminal justice, criminology, law, psychology, or emergency management. Additional qualifications from a recognized police training school or police academy are also necessary, particularly in areas related to human resources management and police management.
Experience: Candidates should have a minimum of 8 years of relevant experience in police or law enforcement/security fields, with at least 3 years in a management capacity. Experience working with international organizations or governments, particularly in post-conflict or developing regions, is highly desirable. Proven experience in project management, community safety, and community policing is also essential, along with the ability to draft analytical reports and deliver presentations to diverse audiences.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of local languages is considered desirable, as it can enhance communication and relationship-building within the community.
Additional Notes: This position is classified as an international secondment with a fixed-term contract.
