Job Overview:
The position involves conducting a specialized training course on the use of Artificial Intelligence (AI) in law enforcement for 25 analyst officers from the Kosovo Police Directorate of Intelligence and Analysis. The training aims to enhance the officers' analytical capacities and improve the quality and relevance of intelligence products. The consultant will be responsible for developing training materials, delivering the training, and assessing learning outcomes. This role is crucial in equipping law enforcement personnel with the necessary skills to utilize AI tools responsibly and effectively in their work, thereby supporting evidence-based policing and strategic decision-making.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Developing the training methodology and materials in consultation with the OSCE activity manager, ensuring that pre- and post-training knowledge assessments are included.
  • Preparing presentations and practical exercises for a three-day training course focused on the responsible use of AI in law enforcement.
  • Delivering the training course to 25 participants, combining theoretical foundations with practical applications of AI tools.
  • Assessing learning outcomes through pre- and post-training assessments and evaluating participant performance during practical exercises.
  • Submitting a comprehensive report summarizing training outcomes, key observations, and recommendations for future actions, including participant feedback.

Required Qualifications:
Candidates must possess a university degree in criminology, computer science, data science, artificial intelligence, law enforcement studies, or a related field. Additionally, a minimum of five years of professional experience in applying AI and advanced data analysis within law enforcement or security contexts is required. Proven experience in designing and delivering specialized training courses for law enforcement agencies is essential, along with a background in capacity-building or advisory roles in international environments. Strong English language skills, both spoken and written, are mandatory, as well as proficiency in digital literacy and Microsoft Office applications.

Educational Background:
A Bachelor's degree (or equivalent) in a relevant discipline such as criminology, computer science, data science, artificial intelligence, or law enforcement studies is required. Candidates with vocational qualifications directly related to AI in intelligence analysis and policing will also be considered.

Experience:
The position requires at least five years of professional experience in the application of AI and advanced data analysis within law enforcement or security contexts. Experience in designing and delivering training courses specifically for law enforcement agencies is crucial, as is previous work in a capacity-building or advisory role, preferably in international or multi-institutional settings.

Languages:
Excellent spoken and written English language skills are mandatory for this position. While not required, proficiency in additional languages may be considered an asset, particularly if they are relevant to the region or the context of law enforcement.

Additional Notes:
The contract for this position is a Special Service Agreement (SSA) for a duration of 5 working days. The consultant will be compensated based on their qualifications and experience, in accordance with OSCE established rates.
