Job Overview:
The position involves conducting a five-day Training of Trainers (ToT) course on Open-Source Intelligence (OSINT) for 25 officers from the Kosovo Police Directorate of Intelligence and Analysis. The training aims to enhance the analytical capabilities of the Kosovo Police by equipping them with advanced OSINT skills and methodologies. The consultant will be responsible for developing training materials, delivering the training, and ensuring that participants are prepared to cascade their knowledge throughout the police force. This role is crucial for institutionalizing OSINT competencies within the Kosovo Police, thereby improving the quality and reliability of intelligence products and supporting evidence-based policing.

Duties and Responsibilities:
  • Develop the training methodology and materials in consultation with the DSPS Community Safety Development Section (CSDS) activity manager, including pre- and post-training knowledge assessment tools.
  • Submit the training agenda, presentations, case studies, and tests for review and approval prior to the training.
  • Deliver a five-day ToT course for 25 participants, providing advanced, practice-oriented instruction on OSINT tools and techniques.
  • Integrate legal, ethical, and human-rights-compliant considerations into the training.
  • Prepare and deliver a final report summarizing observations during the training, identifying gaps, and suggesting future actions.

Required Qualifications:
  • University degree in criminology, particularly in Open-Source Intelligence (OSINT) analysis, or a similar vocational qualification relevant to the topic.
  • Minimum of five years of training experience in OSINT, including practical research methods and the latest technology and tools for data collection and analysis.
  • Proven experience in delivering specialized training courses to law enforcement agencies and public institutions.
  • Previous experience in a capacity-building role.
  • Excellent spoken and written English language skills are mandatory.
  • Demonstrated ability to work as a team member with individuals from diverse cultural and religious backgrounds.
  • Proficiency in digital literacy, including effective use of Microsoft Office and the Internet.

Educational Background:
A Bachelor's Degree (First-level university degree or equivalent) is required for this position, with a focus on criminology or a related field that emphasizes Open-Source Intelligence analysis.

Experience:
The consultant should possess a minimum of five years of relevant training experience, particularly in the area of OSINT. This includes practical experience with research methods, technology, and tools necessary for effective data collection, assessment, and analysis. Experience in delivering training to law enforcement agencies is essential, as is a background in capacity building.

Languages:
Fluency in English is mandatory for this position, both spoken and written. Knowledge of additional languages may be considered an asset but is not required.

The contract will be based on a Special Service Agreement (SSA) for a duration of 7 working days. The consultant will be expected to deliver the training from June 22 to June 26, 2026, and submit a final report by July 10, 202
