Job Overview:
The Human Resource Specialist position is a pivotal role within the Budget, People, and Management Systems Department (BPMSD) at ADB. This role is designed for individuals who are passionate about driving business intelligence and digital transformation initiatives in human resources. The specialist will be responsible for modernizing HR analytics and reporting, ensuring the delivery of timely and accurate data to support strategic decisions. The position involves overseeing the management of HR data assets and IT applications, implementing enhancements to HR platforms, and providing business and technical advisory on system changes. The specialist will also play a key role in capacity building and knowledge sharing, ensuring that new systems and processes are effectively adopted within the organization. This role requires a proactive approach to managing projects and leading junior staff members, fostering an environment of continuous learning and development.

Duties and Responsibilities:
The Human Resource Specialist will have a comprehensive set of responsibilities, including but not limited to: managing the delivery of HR analytics to ensure accurate and insightful reporting; overseeing the modernization of reporting tools and dashboards; driving initiatives to improve the quality and integrity of HR data; managing projects related to HR digital technology and enhancements; providing business and technical advisory on system requirements; supporting stakeholder engagement and capacity building; supervising junior staff and providing leadership; ensuring ongoing learning and development for reporting staff; and performing other duties as assigned in the workplan. The specialist will be expected to collaborate effectively with various departments to align HR strategies with organizational goals.

Required Qualifications:
Candidates for the Human Resource Specialist position must possess a university degree in Engineering, Statistics, Mathematics, Business Administration, Management, Computer Science, or related fields, preferably at the post-graduate level or its equivalent. They should have at least 6 years of relevant work experience, demonstrating comprehensive knowledge of HR information management, including HR/budget systems policies and procedures within an international financial institution. Proven experience in formulating and implementing digital strategies in HR, along with management experience in HR analytics and IT project management, is essential. Familiarity with functional architecture design, particularly with cloud-based applications, is also required. Certification in HR analytics or equivalent, with proficiency in predictive analytics, is advantageous. Strong written and verbal communication skills in English and excellent stakeholder management skills are necessary.

Educational Background:
The educational background required for the Human Resource Specialist position includes a university degree in a relevant field such as Engineering, Statistics, Mathematics, Business Administration, Management, or Computer Science. A post-graduate degree or equivalent is preferred, indicating a higher level of expertise and understanding of complex HR systems and analytics.

Experience:
The position requires a minimum of 6 years of relevant work experience, particularly in HR information management and digital transformation initiatives. Candidates should have a proven track record in managing HR analytics, IT project management, and implementing digital technology solutions within an international financial institution. Experience in automating HR processes and applying emerging technologies such as machine learning and artificial intelligence to HR solutions is also essential.

Languages:

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the candidate's performance.
