Job Overview:
As a Public Sector Specialist at ADB, you will play a crucial role in shaping public sector policy and strategies, engaging with governments of developing member countries (DMCs) in policy dialogue, and supporting the implementation of various projects aimed at enhancing public management. Your responsibilities will include identifying, developing, and administering loans and technical assistance (TA) projects, as well as engaging with stakeholders to address public sector management issues. You will be involved in strategic planning and operational development within the Public Sector Management and Governance Sector Office (PSMG), contributing to initiatives that promote fiscal consolidation, inclusive growth, and economic soundness. This position requires a deep understanding of public finance and the ability to navigate complex policy environments, ensuring that ADB's strategic agenda is effectively advanced in collaboration with DMCs.

Duties and Responsibilities:
The duties and responsibilities of the Public Sector Specialist include supporting the strategic and operational development of the PSMG sector, which encompasses project identification, preparation, appraisal, and documentation related to public sector management. You will lead the development, processing, and administration of loan and TA projects, acting as the mission leader and supervising mission members. Your role will involve participating in country teams, providing inputs for Country Partnership Strategies, and coordinating with other sectors and departments for collaborative efforts. You will also engage in dialogue with government officials and stakeholders to enhance public sector management and government capacity, while managing debt and fostering private sector investment opportunities. Additionally, you will conduct economic and thematic work related to public sector management, facilitate evaluation processes, and create high-quality knowledge products on contemporary issues. Mentoring colleagues and supervising reporting staff will also be key aspects of your role, ensuring ongoing learning and development within the team.

Required Qualifications:
To qualify for the Public Sector Specialist position, candidates must possess a university degree in economics, finance, public policy, or a related field, preferably at the post-graduate level or its equivalent. A minimum of 6 years of relevant professional experience in public finance is required, including international experience working in multiple countries. Candidates should have extensive knowledge of public finance in Asia and significant expertise in ADB's public management operations. Proven experience as a team leader for processing or administering loan and TA projects, as well as holding policy dialogue related to public finance, is essential. A good understanding of the full project cycle and the necessary tasks for preparing various project modalities is also required, along with strong skills in coordinating with teams of professionals across different disciplines.

Educational Background:
The educational background required for this position includes a university degree in economics, finance, public policy, or other related fields. A post-graduate degree or its equivalent is preferred, as it demonstrates a higher level of expertise and understanding of complex public sector issues. Candidates should have a solid foundation in economic principles and public finance, which will be critical for effectively engaging with DMCs and contributing to ADB's mission.

Experience:
Candidates should have at least 6 years of relevant professional experience in public finance, with a strong emphasis on international experience across various countries. This experience should encompass a breadth of knowledge within ADB's public management operations, as well as in-depth expertise in specific areas. Proven experience in leading teams and managing projects related to public finance is essential, as is familiarity with the full project cycle and the tasks involved in preparing and implementing various project modalities.

Languages:
Excellent written and verbal communication skills in English are mandatory for this position. Proficiency in additional languages relevant to the Asia-Pacific region may be considered advantageous, as it can facilitate better engagement with diverse stakeholders and enhance communication effectiveness in various contexts.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the staff member's performance. The role is full-time and based at ADB's headquarters in Manila, Philippines.
