Job Overview: As the Senior IT Officer (Vendor Management) at ADB, you will play a pivotal role in overseeing the full lifecycle of the Information Technology Department's Indefinite Delivery, Indefinite Quantity (IDIQ) vendors. This includes managing the sourcing and oversight of agency personnel, ensuring that IT operations align with ADB's strategic priorities. Your responsibilities will encompass strategic planning, onboarding and offboarding processes, performance monitoring, budget tracking, and ensuring compliance with contracts. The position requires a strong background in vendor management, talent sourcing, financial management, and process improvement. You will work closely with stakeholders and external vendors, handling various assignments independently or as part of a team with minimal supervision. This role is critical for enabling the department to effectively manage resources and support IT projects and digital initiatives.
Duties and Responsibilities: Your primary duties will include overseeing the entire vendor lifecycle, which involves sourcing, contract administration, renewals, and offboarding of vendors. You will negotiate vendor agreements, maintain strong relationships, and promptly resolve any issues or concerns. Ensuring compliance with procurement policies, contract terms, and service level agreements (SLAs) will be essential. You will implement performance monitoring frameworks and analyze procurement and vendor data to prepare comprehensive reports that support decision-making. Additionally, you will leverage vendor management systems and procurement tools to optimize operations and drive efficiency. In terms of financial management, you will oversee the agency personnel budget, prepare detailed financial analyses, monitor spending across IT cost centers, and develop procurement financial reports using tools like PowerBI and PowerApps. You will also be responsible for continuous process improvement by researching emerging trends in IT procurement and vendor management, designing and implementing vendor management systems, and contributing to the development of guidelines and procedures. Furthermore, you will coordinate with ITD divisions to consolidate resource forecasts, manage the full lifecycle of agency personnel engagements, and draft and review Terms of Reference (TORs) and Statements of Work (SOWs).
Required Qualifications: To qualify for this position, you will need a Bachelor's degree in Business Administration or Information Systems, preferably with advanced training in a relevant area, or a Master's degree in Business Administration, Information Systems, Computer Science, Law, or an equivalent field. You should have at least 8 years of experience in vendor management, procurement financial management, and process improvement, with a minimum of 4 years in a supervisory role. Experience working with external IT suppliers and understanding their legal terms and conditions is crucial for driving vendors to meet their deliverables. A solid knowledge of IT, experience in IT resource management, vendor management, and procurement is essential. You should also be proficient in financial reporting, data analytics, and budget management, with the ability to design process improvements that consider innovative technology solutions. Familiarity with budget management software, procurement management systems, and data visualization tools is required. Strong interpersonal, relationship, and stakeholder management skills are necessary, along with excellent written and verbal communication skills in English.
Educational Background: The educational background required for this position includes a Bachelor's degree in Business Administration or Information Systems, with a preference for candidates who have advanced training in relevant areas. A Master's degree in Business Administration, Information Systems, Computer Science, Law, or an equivalent field is also acceptable.
