Job Overview:
The Senior Safeguards Officer position is integral to the Office of Safeguards (OSFG) within the Asian Development Bank. This role involves leading the implementation of ADB's safeguards policy across various projects, ensuring compliance with environmental and social standards. The officer will provide timely and reliable safeguards input during project processing, administration, and supervision. The position requires collaboration with government agencies, project sponsors, and non-governmental organizations to ensure adherence to ADB's Safeguard Policy Statement (SPS) and Environmental and Social Framework (ESF). The Senior Safeguards Officer will also support capacity building for executing agencies and oversee junior team members, making this a leadership role within the organization.

Duties and Responsibilities:
The Senior Safeguards Officer will have a comprehensive set of responsibilities, including:
  • Supporting the implementation of ADB's safeguards policy across OSR1 projects by advising stakeholders on SPS and ESF requirements.
  • Orienting government agencies and project sponsors on safeguards readiness filters and best practices.
  • Assisting in the preparation of necessary frameworks and plans to meet SPS and ESF requirements.
  • Reviewing the safeguards readiness of proposed projects and advising project teams on necessary actions.
  • Actively supporting project teams in addressing social issues related to resettlement and stakeholder engagement.
  • Supervising the implementation of safeguards in projects, monitoring progress, and addressing issues as they arise.
  • Ensuring proper tracking and reporting of safeguards compliance and alerting teams to emerging risks.
  • Managing the project complaint tracking system and ensuring effective grievance redress mechanisms are in place.
  • Liaising with relevant units within ADB to ensure compliance with safeguards policies and standards.

Required Qualifications:
Candidates for the Senior Safeguards Officer position must possess a Bachelor's Degree in applied social science, environmental science, development studies, or related fields, with a preference for those holding a Master's degree or equivalent. A minimum of 8 years of relevant work experience is required, including at least 4 years in a supervisory capacity. Candidates should demonstrate a strong understanding of environmental and social safeguards policies and procedures, particularly those of multilateral development organizations. Effective communication skills with various stakeholders, including government agencies and local communities, are essential. Additionally, candidates should exhibit strong judgment in identifying issues and determining appropriate actions, as well as effective planning and organizational capabilities to manage multiple tasks within deadlines.

Educational Background:
The educational background required for the Senior Safeguards Officer position includes a Bachelor's Degree in applied social science, environmental science, development studies, or other related fields. A Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in safeguards implementation and management.

Experience:
The position requires at least 8 years of relevant work experience, with a minimum of 4 years in a supervisory role. This experience should encompass a strong understanding of environmental and social safeguards policies, particularly within the context of multilateral development organizations. Candidates should have a proven track record of effectively managing projects and leading teams in the implementation of safeguards policies.

Languages:
Proficiency in English is mandatory, particularly in report writing, email communication, and verbal interactions. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, particularly in regions where ADB operates, as it can enhance communication with local stakeholders and communities.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The role is full-time and based at ADB's headquarters in Manila.
