Job Overview:
As a Project Analyst at the Georgia Resident Mission (GRM) within the Central and West Asia Department (CWRD) of ADB, you will play a crucial role in supporting project processing and implementation, portfolio monitoring, and the development of knowledge products. Your responsibilities will include participating in missions, collecting and analyzing project data, monitoring compliance with loan and grant covenants, and assisting executing agencies in understanding ADB procedures. You will also be involved in reviewing procurement-related documentation, preparing draft communications, and supporting team leaders in financial and performance data analysis. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to ensure the successful implementation of development projects.

Duties and Responsibilities:
Your primary duties and responsibilities as a Project Analyst will include:
  • Participating in project missions, including inception, reviews, and completion report preparation, by collecting and analyzing relevant project data.
  • Monitoring compliance with loan and grant covenants, following up on outstanding obligations, and inputting data into e-Operations.
  • Assisting in the review of procurement-related documentation, including requests for proposals, bid evaluation reports, and contract awards.
  • Preparing draft communications regarding project administration actions and facilitating their dispatch.
  • Supporting team leaders in preparing financial and performance data analyses for knowledge products.
  • Processing recruitment paperwork for staff and technical assistance consultants, monitoring billings, and ensuring timely closing of accounts.
  • Maintaining project records in ADB systems and analyzing problems encountered by projects flagged for attention or at risk.
  • Preparing and updating Project Performance Reports in the ADB project database and participating in portfolio review missions.
  • Compiling data on contract awards and disbursements to support management reports and monitoring actual awards against targets. 1
  • Supporting administration actions during project processing, including procurement-related activities and project-readiness filters. 1
  • Managing SovOps entries and updates for projects under processing. 1
  • Performing other tasks as reflected in the workplan.

Required Qualifications:
To qualify for the Project Analyst position, you will need to possess the following qualifications:
  • A Bachelor's degree in engineering, finance, accounting, business administration, or a related field.
  • A minimum of 5 years of relevant professional experience in the processing and implementation administration of development aid projects, preferably with international agencies.
  • Proficiency in written and verbal English communication.
  • Strong skills in spreadsheets, word processing, and relevant information technologies.
  • Familiarity with ADB's Competency Framework for TL3 positions is advantageous.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as engineering, finance, accounting, or business administration. This foundational education is essential for understanding the complexities of project management and development aid administration.

Experience:
The position requires at least 5 years of relevant professional experience in the administration of development aid projects. This experience should ideally be with international agencies, providing a solid understanding of project processing and implementation.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. Additional language skills may be considered an asset but are not explicitly required.

Additional Notes:
This appointment is open to both internal and external applicants and is classified as a local staff position, specifically for nationals and permanent residents of Georgia. The role is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on various factors, including the need for specific skills and experience, funding availability, and staff performance. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment.
