Job Overview:
The Health Information Systems Manager will provide strategic guidance to government stakeholders and partners, leading processes that support the development, review, updating, and implementation of Health Information System (HIS) policies, standards, and interoperability frameworks. This role is crucial in ensuring alignment with national health strategies and CDC-PEPFAR priorities while promoting governance structures that support sustainability. The manager will also provide technical support to improve the design and optimization of HIS platforms, ensuring they are user-friendly, compliant with data security" style="border-bottom: 1px dotted #007bff !important;">security standards, and capable of interoperability. The position involves overseeing the implementation and scale-up of HIS solutions at various levels, optimizing workflows for data entry and reporting, and building capacity through training programs for health workers and HIS officers. The manager will facilitate data quality assurance processes and support the integration of HIS data into analytics tools for evidence-based program improvement. Additionally, the role includes driving innovation by identifying and piloting emerging digital health technologies and promoting interoperability standards.

Duties and Responsibilities:
  • Provide strategic guidance to relevant government stakeholders and partners in the development, review, and implementation of HIS policies and frameworks.
  • Ensure alignment with national health strategies and CDC-PEPFAR priorities.
  • Provide technical support for the design and optimization of HIS platforms, including EMRs, DHIS2, and LMIS.
  • Manage the deployment and troubleshooting of HIS solutions at facility, district, and national levels.
  • Optimize workflows for data entry, validation, and reporting to enhance efficiency and reduce errors.
  • Develop and deliver training programs for health workers and HIS officers to strengthen local capacity.
  • Facilitate data quality assurance processes in government structures and health facilities.
  • Support the integration of HIS data into dashboards and analytics tools.
  • Identify and pilot emerging digital health technologies and promote interoperability standards. 1
  • Serve as a liaison between government, donors, and implementing partners, advocating for HIS priorities in national forums.

Required Qualifications:
  • Bachelor’s degree in health informatics, Public Health, Computer Science, Data Science, or related health data sciences is required.
  • Master’s degree in health informatics, Epidemiology, Information Technology, or related health data sciences is preferred.
  • Minimum of eight years of relevant work experience with progressive responsibilities, ideally with an international NGO.
  • At least three years of experience managing field-based Health Information Systems.
  • Experience in networking and relations with donors and peer organizations.
  • Proficiency in MS Office packages and ability to portray complex data sets in understandable formats.
  • Strong relationship management skills and ability to influence others.
  • Good strategic, analytical, problem-solving, and systems thinking skills.
  • Excellent technical writing, presentation, facilitation, training, mentoring, and coaching skills.

Educational Background:
The position requires a Bachelor’s degree in health informatics, Public Health, Computer Science, Data Science, or related health data sciences. A Master’s degree in a relevant field is preferred and considered an advantage, particularly for candidates seeking supervisory responsibilities.

Experience:
Candidates should have a minimum of eight years of relevant work experience, with progressive responsibilities in the field of health information systems. This experience should ideally include at least three years in a managerial role within an international NGO, focusing on field-based Health Information Systems.

Languages:
Proficiency in English is mandatory. Knowledge of additional languages may be considered an advantage, especially if relevant to the regions served by CRS.
