DRC's work in Ukraine encompasses various sectors, including emergency response in Protection, Livelihoods, Shelter/NFIs, and Humanitarian Disarmament and Peacebuilding, which includes humanitarian mine action. The organization collaborates with civil society organizations (CSOs) and other stakeholders to implement effective interventions and adapt its strategies to the evolving context of displacement in the region.

Job Overview:
In the role of Humanitarian Mine Action (NTS/EORE) Manager, you will be instrumental in enhancing the capacity of local partners to effectively implement Humanitarian Mine Action programs. Your responsibilities will include ensuring the safe and compliant delivery of activities, managing the planning and coordination of Community Liaison, Non-Technical Survey, and Explosive Ordnance Risk Education activities at the area level. You will ensure that all operations adhere to the International Mine Action Standards (IMAS), National Mine Action Standards (NMAS), and DRC's internal standards. This position requires strong leadership skills as you will be overseeing field teams and contributing to the successful delivery of projects. You will also be involved in project design, proposal development, and ensuring that all activities are executed in alignment with project objectives and operational priorities.

Duties and Responsibilities:
Your primary duties will include providing technical oversight for Community Liaison activities, managing and supervising Community Liaison Supervisors and teams, and ensuring the timely and accountable implementation of activities through regular field monitoring. You will develop and manage team workplans, contribute to the development of Standard Operating Procedures (SOPs), and support project initiation processes. Additionally, you will oversee compliance with project cycle management requirements, coordinate with Monitoring, Evaluation, Accountability, and Learning (MEAL) teams, and represent DRC in relevant coordination forums. You will also be responsible for mentoring national staff and maintaining effective relationships with partners and authorities.

Required Qualifications:
To qualify for this position, you must have a minimum of 5 years of professional experience in Humanitarian Mine Action, with at least 3 years in a managerial capacity overseeing Community Liaison, Non-Technical Survey, or Explosive Ordnance Risk Education activities. Proven experience in managing field teams and a strong understanding of IMAS, NMAS, and HMA quality management frameworks are essential. You should have solid experience across the project cycle, including planning, implementation, monitoring, and reporting. Experience in post-conflict or complex humanitarian settings is required, along with hands-on experience in supervising teams and providing technical support.

Educational Background:
A university diploma is required, specifically a Master’s degree in International Relations, Humanitarian Affairs, Public Policy, or a related field. This educational background is crucial for understanding the complexities of humanitarian work and the necessary frameworks for effective program implementation.

Experience:
Candidates should possess at least 5 years of relevant experience in Humanitarian Mine Action, with a focus on managerial roles that involve Community Liaison, NTS, and EORE. This experience should include a proven track record of managing field teams and contributing to the development of technical tools and staff capacity building in humanitarian contexts.

Languages:
Proficiency in spoken and written English is mandatory for this position. Additionally, knowledge of the Ukrainian language is considered an advantage, as it may facilitate communication with local partners and stakeholders.

Additional Notes:
The contract for this position is for a duration of 12 months, with the possibility of renewal based on performance and funding availability following a successful 3-month probation period. The position is classified under Band F – Management, and the designated duty station is Kharkiv. The expected start date for this role is March 202
