Job Overview: The EOD Expert Consultant position is a consultancy assignment of a temporary nature, expected to last up to 180 working days per calendar year. The consultant will work primarily from home but may need to travel to training sites as required. The role is part of the OSCE's extra-budgetary project aimed at strengthening the capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition, and explosives. The consultant will provide technical expertise in Explosive Ordnance Disposal (EOD), assess existing EOD capacities, and support the design and delivery of training programs for national EOD operators. The consultant will also be responsible for advising on procurement and maintenance of EOD equipment, ensuring that the project meets its objectives effectively.
Duties and Responsibilities: The consultant will be tasked with providing technical expertise on EOD and Improvised Explosive Device (IED) disposal, assessing existing EOD capacities and training needs, and supporting the design and delivery of EOD training sessions. Specific responsibilities include:
Providing technical expertise on EOD and IED disposal in accordance with relevant safety standards.
Assessing the current EOD capabilities, equipment, and Standard Operating Procedures (SOPs) of beneficiary institutions.
Designing and delivering EOD training workshops or study visits for national EOD operators.
Advising on the procurement, use, and maintenance of EOD equipment and protective gear.
Submitting reports upon completion of each task, detailing findings and recommendations.
Collaborating with national counterparts and project teams to enhance EOD capabilities and reduce explosive hazards.
Required Qualifications: Candidates must possess a university degree in security or defense studies or a related field. They should have a minimum of eight years of professional experience at both national and international levels, with progressively responsible roles in technical assistance activities. Experience in post-conflict or high-risk environments is essential, along with knowledge of OSCE best practices and international standards in EOD. Experience working with law enforcement, armed forces, or international organizations is considered an asset. Candidates must demonstrate excellent analytical and reporting skills, adherence to high professional integrity standards, and the ability to work in diverse cultural and political environments.
Educational Background: A Bachelor's degree (first-level university degree or equivalent) in security studies, defense studies, or a related field is required for this position. Advanced degrees or certifications in relevant areas may be advantageous.
Experience: The position requires a minimum of eight years of relevant professional experience, including roles in technical assistance, operational management, and training/capacity building. Candidates should have demonstrated experience in high-risk environments and familiarity with EOD practices and standards.
Languages: Professional fluency in English is mandatory, with excellent written and spoken communication skills. Knowledge of the Ukrainian language is considered an asset, enhancing the consultant's ability to engage with local authorities and stakeholders effectively.
