Job Overview:
The Senior Water Resources Management Specialist will be responsible for leading or co-leading policy dialogues on water issues with the Governments of Indonesia, Timor Leste, and potentially other countries in the East Asia and Pacific region. This role requires providing technical leadership on irrigation programs, contributing to business development, and delivering analytical and advisory services. The specialist will also engage in capacity building, maintain relationships with government organizations and development partners, and work closely with teams in Jakarta and other country offices to develop innovative water solutions. The position is critical in addressing the challenges faced by the East Asia and Pacific region, particularly in the context of climate change and sustainable water management.

Duties and Responsibilities:
  • Lead or co-lead operations involving irrigation and water resources management components throughout all project phases, including preparation and supervision.
  • Provide technical leadership and strategic direction for the water program, ensuring alignment with the Planet Practice Group and other Global Practices.
  • Deliver analytical and advisory services, including knowledge reports and technical assistance, to support the Water Global Department and relevant Water GSGs.
  • Conduct outreach and dissemination activities for various audiences, including government entities and development partners.
  • Maintain ongoing dialogue with government organizations, research institutions, and the private sector to address operational project issues.
  • Collaborate with teams across the World Bank Group to integrate diverse perspectives into coherent strategies and programs.
  • Guide clients and development partners in identifying operational issues and potential solutions, leveraging strong stakeholder relationships.
  • Represent the World Bank in international forums and discussions related to water resources management and irrigation.

Required Qualifications:
Candidates must possess a Master's degree in a relevant field such as civil or environmental engineering, water resources management, or irrigation and drainage. A minimum of eight years of relevant professional experience is required, demonstrating a proven track record in irrigation and drainage and water resource management. Candidates should exhibit advanced abilities in water resources planning and management, with a focus on mitigating risks and providing policy-related advice. Extensive experience with irrigation infrastructure and technologies is essential, along with recognized leadership in the field. Integrative skills to work across various practices and sectors are crucial, as well as the ability to engage in policy dialogue and build relationships with key stakeholders.

Educational Background:
A Master's degree in a relevant discipline is mandatory, with fields of study including civil or environmental engineering, water resources management, irrigation and drainage, or other related areas that contribute to water sector development. This educational background is essential for understanding the complexities of water management and the technical aspects of irrigation systems.

Experience:
The position requires a minimum of eight years of relevant professional experience, which may include a strong background in irrigation and drainage, water resource management, and related fields. Candidates should demonstrate a history of successful project management and policy dialogue, showcasing their ability to navigate complex challenges in the water sector and provide effective solutions.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the World Bank Group.
