Job Overview:
The Senior Technical Lead for Geospatial Solutions will play a pivotal role in the Information and Technology Solutions (ITS) Vice Presidential Unit (VPU), which aims to leverage information and technology to enhance development impact. This position is crucial for the ITS Country Engagement unit (ITSCE), which provides digital support for global and country-specific products, and geospatial solutions for geo-tagging projects to improve spatial visibility and impact tracking. The Senior Technical Lead will be responsible for overseeing the technical delivery of geospatial technology solutions, ensuring that operations are supported effectively. This role requires a blend of technical expertise, leadership, and strategic thinking to drive the delivery of innovative geospatial solutions that align with the World Bank's mission.

Duties and Responsibilities:
The Senior Technical Lead will have a comprehensive set of responsibilities, including leading the technical delivery of capital assets in the Geospatial Solutions product line, such as enhanced spatial indicators in the Geospatial poverty portal and the Digital Monitoring Reporting and Verification (dMRV) observatory for carbon markets. The role involves planning the modernization of internal and external geospatial platforms, piloting Digital Twins for World Bank Group operations projects, and fostering strategic partnerships with International Financial Institutions (IFIs) to promote the reuse of geospatial technologies. The Senior Technical Lead will serve as the primary technical authority, making critical architectural decisions and guiding the technical direction of projects and products. Responsibilities also include designing and reviewing system architecture, establishing coding standards and best practices, mentoring junior and mid-level developers, evaluating new technologies, conducting technical risk assessments, ensuring code quality through reviews, breaking down complex technical requirements into actionable tasks, collaborating with product managers and stakeholders, leading technical discussions, and serving as an escalation point for challenging technical problems.

Required Qualifications:
Candidates must possess a Master's degree in computer science, computer engineering, or related disciplines, along with at least 8 years of relevant experience or an equivalent combination of education and experience. The ideal candidate will demonstrate deep technical expertise with leadership responsibilities, substantial experience in software development, and comprehensive proficiency in various programming languages and frameworks. A proven track record in system design and architectural planning is essential, along with exposure to Artificial Intelligence (AI) and an understanding of responsible AI considerations. Exceptional communication and presentation skills are required, enabling the candidate to articulate technical concepts to diverse audiences and engage senior stakeholders effectively. The ability to lead technical teams, adapt to changing priorities, and navigate ambiguity in fast-moving environments is crucial.

Educational Background:
A Master's degree in computer science, computer engineering, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding complex technical concepts and engaging in advanced problem-solving within the realm of geospatial technologies and software development.

Experience:
Candidates should have a minimum of 8 years of experience in relevant fields, demonstrating a strong background in software development, system design, and technical leadership. Experience in leading technical teams, managing projects, and delivering innovative technology solutions is essential. The ability to adapt to rapidly changing technological landscapes and operational priorities is also important.

Languages:
Proficiency in English is mandatory, as effective communication with business audiences across multicultural environments is a key aspect of the role. Knowledge of Bulgarian is preferred but not required, as it may enhance collaboration within the local context.
