Job Overview:
The National Consultant will be responsible for undertaking transport data collection and submitting an analytical report based on the findings. This role is crucial for understanding the transport dynamics in Lebanon and will involve gathering data from various sources, analyzing it, and presenting it in a comprehensive report. The consultant will work closely with UNDP and other stakeholders to ensure that the data collected is accurate, relevant, and useful for policy-making and planning purposes. The assignment is expected to span 18 working days over a period of 2 months from the date of contract signature. The consultant will need to demonstrate a strong understanding of transport systems and data analysis methodologies, as well as the ability to communicate findings effectively to a diverse audience.

Duties and Responsibilities:
  • Conduct comprehensive transport data collection across various regions in Lebanon, utilizing both qualitative and quantitative methods.
  • Analyze the collected data to identify trends, challenges, and opportunities within the transport sector.
  • Prepare an analytical report that summarizes the findings, including recommendations for stakeholders.
  • Collaborate with UNDP and other relevant organizations to ensure alignment with national transport policies and strategies.
  • Present findings to stakeholders, including government officials and community representatives, to facilitate discussions on transport improvements.
  • Ensure that all data collection and analysis activities adhere to ethical standards and best practices.
  • Provide regular updates to UNDP on progress and any challenges encountered during the assignment.

Required Qualifications:
  • Proven experience in transport data collection and analysis, preferably in a consultancy role.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent written and verbal communication skills in English; proficiency in Arabic is an advantage.
  • Familiarity with transport policies and systems in Lebanon or similar contexts.
  • Ability to work independently and manage time effectively to meet deadlines.
  • Strong interpersonal skills to engage with various stakeholders and facilitate discussions.

Educational Background:
A minimum of a bachelor's degree in transport engineering, urban planning, statistics, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset for this position.

Experience:
At least 5 years of professional experience in transport data collection, analysis, or related fields is required. Experience working with international organizations or government agencies on transport projects will be highly regarded. Previous consultancy experience is also a plus.

Languages:
Fluency in English is mandatory, while proficiency in Arabic is considered an asset. Knowledge of French or other languages may be beneficial but is not required.

Additional Notes:
The contract duration for this consultancy is 18 working days, spread over a period of 2 months from the date of contract signature. This position is classified as an individual contractor role, and the consultant will be expected to work independently while maintaining regular communication with UNDP. The consultant will be compensated based on the agreed terms outlined in the contract, and all offers must be submitted through the specified UNDP supplier portal.
