Job Overview: The Administrative Assistant position at the OHCHR Tunisia Country Office involves a wide range of administrative functions that support the organization's human resources, budget, finance, and general administration activities. The incumbent will be responsible for managing human resource activities, including recruitment, placement, and performance appraisal, ensuring compliance with UN rules and procedures. The role also includes budget preparation, monitoring expenditures, and assisting in financial reporting. The Administrative Assistant will coordinate with various service units and internal team members, ensuring effective communication and collaboration. Duties and Responsibilities: The duties and responsibilities of the Administrative Assistant include:
Human Resources Management: Initiating and processing actions related to recruitment, placement, promotion, and training of staff; responding to staff inquiries regarding entitlements and administrative procedures; maintaining vacancy announcement files; monitoring staffing tables and preparing statistical data.
Budget and Finance: Assisting in the preparation and review of financial proposals; monitoring expenditures against approved budgets; preparing budget performance reports; customizing financial reports from the Umoja system.
General Administration: Drafting routine correspondence; coordinating with service units; managing operational travel programs; monitoring accounts and payments; organizing seminars and conferences.
Contract Administration: Assisting with the administration of contracts; auditing contractor invoices; processing payments; preparing UN forms and permissions for staff.
Supervising junior staff as needed and performing other related administrative duties as required.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred and may reduce the required work experience. The position requires a minimum of seven years of progressively responsible experience in administrative services, finance, accounting, audit, human resources, or a related area. Experience with Enterprise Resource Planning (ERP) systems and finance systems such as Umoja is desirable, along with experience in integrated business processes, analytics, and reporting.
Educational Background: The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will be given preference, which also reduces the required years of relevant experience from seven to five years.
Experience: The position requires a minimum of seven years of progressively responsible experience in administrative services, finance, accounting, audit, human resources, or a related area. For candidates with a first-level university degree or higher, the required experience is reduced to five years. Experience with ERP systems and finance systems such as Umoja is considered an asset, as is experience with integrated business processes and analytics.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in French and Arabic is required, with English being desirable. Candidates must demonstrate their language skills according to the UN Language Framework, which includes reading, writing, listening, and speaking competencies.
