Job Overview: The Chief of Mission (CoM) will be responsible for overseeing and providing policy, administrative, programmatic, and financial support to the Country Office (CO) in Tunisia. The CoM will work under the guidance of the Director General and the Regional Director, and will also collaborate closely with relevant units at Headquarters. The role involves strategic country program development and planning, ensuring that IOM's overall mandate and strategy are promoted and implemented effectively. The CoM will play a critical role in policy discussions, resource mobilization, and ensuring that IOM's programs align with national policies and the UN Sustainable Development Cooperation Framework (UNSDCF). This position requires a proactive approach to engaging with government authorities and stakeholders to advocate for effective migration management policies and strategies.
Duties and Responsibilities: The Chief of Mission will have a comprehensive set of responsibilities including:
Directing and monitoring project design and implementation, ensuring high-quality performance of migration-related projects.
Engaging actively within the UN Country Team (UNCT) to ensure migration-related issues are integrated into the CCA and UNSDCF processes.
Advocating for and supporting the development of appropriate migration management policies and strategies.
Managing operational, human resources, administrative, budgetary, and financial activities of the Country Office.
Facilitating knowledge generation and management, ensuring best practices and lessons learned are identified and utilized.
Developing partnerships with governmental authorities, NGOs, and other stakeholders to promote IOM's image and programs.
Ensuring safety and security" style="border-bottom: 1px dotted #007bff !important;">security management of IOM personnel and facilities.
Leading the PSEA/SH Strategy at the country level, ensuring that policies on reporting misconduct are followed.
Preparing regular reports on progress and developments to the Director General and other partners.
Required Qualifications: Candidates must possess a Master’s degree in Political or Social Science, International Relations, Business Administration, or a related field from an accredited institution, along with ten years of relevant professional experience. Alternatively, a University degree in the same fields with twelve years of relevant experience is acceptable. Significant experience in general management, project and resource management, diplomacy, fundraising, and public relations is required. Candidates should also have experience in delivering large and diverse programs in complex settings related to migration programming.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Political or Social Science, International Relations, or Business Administration from an accredited academic institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify for the role.
Experience: The position requires significant experience in general management, project and resource management, and diplomacy. Candidates should have a proven track record of liaising with governmental and diplomatic authorities and international institutions. Experience in delivering large-scale migration programs in both emergency and development contexts is essential.
Languages: Fluency in English and French is mandatory, both oral and written. Additionally, a working knowledge of Arabic is required for this position. Knowledge of another UN official language (Chinese, Russian, or Spanish) or a language widely spoken in the country context is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is a one-year fixed-term contract with the possibility of extension. The recruitment is for a professional role and falls under the Pathways Pool expression of interest. The eligibility criteria for expressing interest have been broadened, allowing current staff members to apply for roles at lower-level grades if they meet certain requirements. Internationally recruited professional staff are required to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months. The appointment is subject to medical fitness certification, accreditation, residency or visa requirements, and security clearances. IOM has a zero-tolerance policy on conduct incompatible with the aims and objectives of the UN and IOM, including sexual exploitation and abuse, and discrimination.
