Job Overview: The Finance and Compliance Coordinator position is crucial for the successful implementation of the Hope, Empowerment, and Resilience (HER) Project, a multi-country initiative funded by Agence française de Développement (AfD). This role involves ensuring sound financial management and compliance across the consortium, which includes multiple partners and complex operational environments. The coordinator will be responsible for overseeing financial management, compliance with donor regulations, and providing technical support to country teams and partners. The position requires a proactive approach to managing financial resources, ensuring transparency, and enabling timely program delivery in challenging contexts. The Finance and Compliance Coordinator will also play a key role in strategic financial oversight and risk management, contributing to the overall success of the HER Project.
Duties and Responsibilities: The Finance and Compliance Coordinator will have a wide range of responsibilities, including: A. Financial Oversight and Consortium Coordination: Providing consolidated financial oversight for the HER Project across Sudan and Ethiopia, monitoring project expenditure, and coordinating budget follow-up meetings. B. Compliance and Risk Management: Ensuring compliance with AfD financial rules and DRC policies, conducting compliance monitoring, and mitigating financial risks. C. Partner Capacity Assessment and Strengthening: Leading financial capacity assessments of consortium partners and providing technical support and training to enhance compliance and financial management. D. Budget Management and Modifications: Supporting the development and consolidation of project budgets, coordinating budget revisions, and ensuring accurate cost allocations. E. Financial Controls, Audits, and Close-Out: Ensuring robust internal control systems, coordinating audits, and overseeing financial documentation. F. Taxation, Procurement, and Regulatory Compliance: Ensuring compliance with national tax laws and supporting procurement processes. G. Contribution to Consortium Governance: Acting as a core member of the Consortium Management Unit, providing analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and supporting governance processes.
Required Qualifications: Candidates must possess a strong background in financial management and compliance, with a minimum of 7 years of progressively responsible experience in humanitarian or development programs. They should have demonstrated experience managing large, multi-partner project budgets and working with institutional donors, preferably AfD, EU, or ECHO. Experience in partner capacity strengthening and compliance monitoring is essential, along with prior experience in fragile or conflict-affected contexts. Candidates should also have strong knowledge of donor compliance frameworks and financial regulations, advanced proficiency in Excel, and the ability to translate financial data into strategic insights.
Educational Background: A degree in finance, accounting, business administration, or a related field is required for this position. Postgraduate degrees are considered an added advantage. Additionally, candidates with accounting or financial certifications will be preferred, as these qualifications enhance the candidate's ability to perform the required duties effectively.
Experience: The ideal candidate should have at least 7 years of relevant experience in financial management and compliance, particularly within humanitarian or development settings. They should have a proven track record of managing large budgets across multiple partners and countries, as well as experience in compliance monitoring and capacity building for partners. Familiarity with the challenges of working in fragile or conflict-affected environments is highly desirable, as it will inform the candidate's approach to financial oversight and risk management.
Languages: Full professional proficiency in English is mandatory for this position. Additionally, proficiency in Arabic and/or Amharic is strongly preferred, as these languages will facilitate communication with local partners and stakeholders.
Additional Notes: The position is a national contract with a duration of 12 months, and the contract band is G1, which is classified as non-management. The designated duty station is Benishangul Gumuz, with frequent travel to Gedaref and Addis Ababa as required. The start date for this position is as soon as possible, and the salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees.
