Job Overview: The Inclusive Systems Coordinator position is a critical role within the Danish Refugee Council's operations in Ethiopia, specifically focusing on the Hope, Empowerment and Resilience (HER) Project. This project is a multi-country initiative aimed at enhancing the resilience of women and girls affected by displacement. The coordinator will provide strategic leadership and technical guidance to ensure that the project's interventions are designed and implemented using inclusive systems approaches. This role requires a deep understanding of the complexities of working in fragile environments and the ability to balance immediate humanitarian needs with long-term recovery objectives. The coordinator will work closely with various stakeholders, including local partners and community actors, to strengthen local systems and ensure that interventions are responsive to the unique challenges faced by women and girls in these contexts.
Duties and Responsibilities: The Inclusive Systems Coordinator will be responsible for a wide range of duties, including:
Providing technical leadership and quality assurance on the application of inclusive systems approaches throughout the HER project lifecycle, ensuring that interventions are context-appropriate and effective.
Guiding the consortium in applying systems analysis methodologies, focusing on gender, power, and exclusion dynamics.
Supporting the design of intervention packages that combine immediate support with longer-term systems strengthening outcomes.
Advising on the balance between direct delivery and facilitation in fragile environments.
Offering technical guidance on inclusive economic recovery strategies, ensuring women's economic empowerment is integrated into all systems interventions.
Promoting integrated systems programming across sectors such as protection, health, and social cohesion.
Collaborating with the MEAL and Accountability Coordinator to ensure effective monitoring and evaluation systems are in place.
Building the capacity of partners and staff to apply inclusive systems approaches effectively.
Contributing to governance and strategic decision-making within the Consortium Management Unit (CMU).
Required Qualifications: Candidates for the Inclusive Systems Coordinator position must possess a strong set of qualifications, including:
A minimum of 7–10 years of progressively responsible experience in inclusive systems, market systems development, or economic recovery.
Demonstrated experience in applying systems approaches in fragile or conflict-affected contexts.
Strong understanding of the humanitarian-development-peace (HDP) nexus and experience in nexus-oriented programming.
Proven ability to work collaboratively with local partners, private sector actors, and public institutions.
Familiarity with adaptive management and complexity-aware monitoring and evaluation approaches.
Excellent analytical, facilitation, and strategic thinking skills.
Educational Background: The educational requirements for this position include a Master’s degree in Economics, Development Studies, Social Sciences, Business Management, or a related field. Alternatively, a Bachelor’s degree combined with substantial relevant experience may be considered sufficient for this role.
Experience: The position requires a significant level of experience, specifically a minimum of 7–10 years in relevant fields. Candidates should have a proven track record of working in inclusive systems, market systems development, or economic recovery, particularly in fragile or conflict-affected environments. Experience in East Africa or the Horn of Africa is highly desirable, as it provides valuable context for understanding the challenges faced in these regions.
Languages: Fluency in English is required for this position, with full professional proficiency expected. Additionally, knowledge of Arabic and/or Amharic is strongly preferred, as these languages are relevant to the local context and will facilitate better communication with stakeholders and beneficiaries.
Additional Notes: The position is a national contract with a duration of 12 months, and the designated duty station is Benishangul Gumuz, with frequent travel to Gedaref and Addis Ababa. The start date for this role is as soon as possible. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National employees.
