Job Overview:
The Emergency Specialist (Coordination) position at UNICEF is crucial for ensuring effective emergency preparedness and response, particularly in the context of the Sudan Crisis Response. The role involves adopting emergency preparedness measures, developing contingency plans, and establishing early warning mechanisms. The incumbent will participate in formulating action plans for emergencies, monitor compliance, and provide technical advice related to emergency management. The position requires prompt action to establish UNICEF's presence during emergencies, assess local conditions, and coordinate with various stakeholders to ensure the safety and well-being of children and families affected by crises. The Emergency Specialist will also manage emergency projects, mobilize donor funding, and maintain strategic communication with government and partner organizations to advocate for children's needs during emergencies.

Duties and Responsibilities:
  • Develop and update country contingency plans and establish early warning mechanisms for effective emergency preparedness and response.
  • Formulate and monitor compliance with emergency plans of action across sectors, ensuring coordination of emergency management.
  • Provide technical advice on emergency preparedness and response, assisting the country office in implementing measures in the field.
  • Establish UNICEF's presence during emergencies, verifying the nature and extent of crises and ensuring effective communication and safety for staff.
  • Conduct assessments of local emergency situations affecting children and mothers, determining corporate priorities and intervention strategies.
  • Implement emergency project plans, manage activities, and monitor progress through field visits.
  • Mobilize donor response and funding for emergency projects, preparing appeals and updates as necessary.
  • Maintain strategic coordination with government, UN agencies, NGOs, and donors to ensure effective emergency response.
  • Represent UNICEF in regional meetings, advocating for children's rights and safety. 1
  • Lead and manage the Field Office team, ensuring effective performance and conduct of staff members.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, public administration, law" style="border-bottom: 1px dotted #007bff !important;">international law, public health, nutrition, international relations, business administration, or related fields. A combination of management, administration, and relevant technical fields is preferred. A first degree with two additional years of experience may be accepted in lieu of an advanced degree. Specialized training or experience in emergency response management is highly desirable.

Educational Background:
An advanced university degree in relevant fields such as social sciences, public administration, international law, public health, nutrition, international relations, or business administration is required. A first degree with additional experience may be considered equivalent.

Experience:
Candidates should have a minimum of five years of progressively responsible professional work experience at national and international levels in program/project development, planning, implementation, monitoring, evaluation, and administration. Experience in developing countries or field work is required, along with specialized training in emergency response management being highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset.
