Job Overview: The Regional Rehabilitation Technical Specialist position is newly created to address the complex challenges faced in the East Africa region, which include armed conflicts, population displacement, epidemics, food insecurity, and various protection incidents. The role involves leading the sector strategy for rehabilitation, contributing to regional and global strategic thinking, and ensuring the implementation of the regional rehabilitation sector strategy across various countries. The specialist will provide technical support to projects, ensuring alignment with global technical standards, and will be responsible for quality control and monitoring of rehabilitation interventions. The position also entails business development responsibilities, including strategic monitoring of regional dynamics, developing partnerships, and supporting project proposal development. The specialist will represent Humanity & Inclusion in external forums and contribute to the organization's technical visibility and communication efforts. Additionally, the role includes knowledge management responsibilities, promoting research and innovation, and ensuring capacity building for technical and non-technical staff.
Duties and Responsibilities:
Technical Expertise: Lead sector strategy development and implementation, provide technical support to projects, ensure quality control and monitoring, and integrate cross-cutting approaches in interventions.
Business Development: Monitor regional dynamics, develop strategic partnerships, support project proposal development, represent HI in external forums, and contribute to technical visibility.
Knowledge Management: Coordinate knowledge management systems, promote research and innovation, and support capacity building for staff.
Conduct technical monitoring missions, develop quality control tools, and recommend project adjustments based on contextual changes.
Engage in strategic technical monitoring and analysis of internal strengths and weaknesses to align proposals with strategic frameworks and donor requirements.
Actively participate in relevant regional sectoral groups and contribute to the drafting of analytical reports and technical notes.
Required Qualifications: Candidates must possess a Master's degree in a relevant field and have at least 7 years of professional experience in the rehabilitation sector. Strong interpersonal skills and the ability to support technical teams in the field are essential. Candidates should also demonstrate excellent written and oral communication skills suitable for high-level external representation, experience in strategy and project management, and the ability to develop public relations and represent the organization to various stakeholders.
Educational Background: A Master's degree in a relevant field is required for this position. This educational background should provide a strong foundation in rehabilitation practices, humanitarian action, or related disciplines, equipping the candidate with the necessary knowledge and skills to effectively fulfill the responsibilities of the role.
Experience: The position requires a minimum of 7 years of relevant professional experience in the rehabilitation sector. Candidates should have a proven track record of working in complex humanitarian contexts, demonstrating their ability to manage projects and strategies effectively. Experience in providing technical support and capacity building to teams in the field is also essential, as well as familiarity with the challenges faced in the East Africa region.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Knowledge of additional languages relevant to the East Africa region, such as French or local languages, would be considered an asset and beneficial for effective communication with diverse populations.
Additional Notes: The position is an international contract lasting 24 months, starting from 1st April 202
The contract includes social coverage adapted to the employee's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance paid by Humanity & Inclusion. The salary package will be determined based on the candidate's experience and may vary depending on whether the candidate is from one of the countries in the region or is a resident. Housing arrangements will be provided by Humanity & Inclusion.
