Job Overview: The Support Services Assistant for the Central Zone will work under the direct supervision of the Team Leader-Support Services. This role encompasses a variety of support services, including administration, human resources, logistics, finance, and procurement. The assistant is responsible for ensuring that the organization's standard policies and internal procedures are effectively communicated and adhered to by all DRC staff in the area. The position requires a proactive approach to managing daily administrative tasks, facilitating communication among various stakeholders, and ensuring that all operational needs are met efficiently. The assistant will play a crucial role in maintaining accurate records, supporting logistical operations, and providing essential finance and procurement assistance to ensure the smooth functioning of DRC's programs.
Duties and Responsibilities:
Human Resources & Administration (35%): Provide comprehensive administrative and HR support to the Support Services Team Leader. Maintain accurate personnel and administrative records in compliance with DRC policies. Facilitate effective communication between staff, management, clients, and external stakeholders. Manage daily base administration, ensuring that utilities, food supplies, accommodation, and office needs are met. Liaise with landlords, utility providers, contractors, and service providers to ensure timely and budget-compliant service delivery. Ensure all administrative and legal documentation is accurate and properly filed. Maintain office equipment and support training and capacity building initiatives.
Logistics & Fleet Management (35%): Provide logistical support to program staff and field bases. Support fleet management activities, including vehicle record tracking and maintenance follow-up. Ensure adherence to logistics procedures for procurement, storage, transportation, and asset management. Implement and maintain inventory management systems at the area level. Manage office supplies and ensure adequate stock levels. Support the Logistic Officer in maintaining accurate asset registers and documentation.
Finance Support (15%): Provide basic finance support in coordination with the Finance department. Assist in maintaining a clear and auditable paper trail for all financial transactions. Support the finance department with documentation and filing as needed.
Procurement Support (15%): Assist the Procurement department in conducting procurements within required deadlines. Track procurement requests and follow up with suppliers and service providers. Ensure compliance with donor and DRC procurement regulations. Provide timely support to DRC programs at the area level, ensuring that all resources are utilized in accordance with donor and DRC standards.
Required Qualifications:
Substantial work experience: A minimum of 2 years in managing support services within international and national NGOs, particularly in emergency, camp management, and development sectors, especially with displaced communities or refugees.
Strong communication skills: Excellent verbal and written communication abilities.
Multicultural experience: Proven ability to work effectively in multi-cultural settings and establish good working relationships in a diverse environment.
Educational Background: A university degree in economics, business administration, or a related field is required. Relevant certifications or licenses that enhance the candidate's qualifications may also be considered.
Experience: Candidates should possess at least 2 years of substantial work experience in managing support services within international and national NGOs, particularly in contexts involving emergency response, camp management, and development work with displaced communities or refugees. This experience can substitute for formal educational qualifications if the candidate demonstrates strong competencies and skills relevant to the role.
Languages: Fluency in Pashto and Dari is mandatory, with the ability to read and write professionally. A good understanding of English, including communication and writing skills, is also required.
