Job Overview:
The position of National Contractor for Technology Needs Assessment (TNA) involves supporting and facilitating the TNA process specifically related to climate change mitigation in the Energy Generation and Building and Housing sectors. The contractor will work under the direct supervision of the TNA Coordinator and will provide technical services on a part-time basis for the assessment of technology needs for climate change mitigation activities in Mongolia. The contractor is expected to produce several key outputs, including a portfolio of technologies for the sector, a comprehensive TNA report, a Barrier Analysis and Enabling Framework (BA&EF) report, and a Technology Action Plan (TAP) report. The role requires collaboration with stakeholders, organizing consultative meetings, and leading the analysis of how prioritized technologies can be implemented effectively in the country. The contractor will also be responsible for preparing working papers and other documents to facilitate the consultative process and ensure stakeholder inputs are harnessed effectively.

Duties and Responsibilities:
The contractor will be responsible for a variety of tasks, including organizing consultative stakeholder meetings and workshops for TNA validation, identifying and prioritizing technologies for the Energy Generation and Building and Housing sectors through a participatory process, and leading the analysis of implementation circumstances for prioritized technologies. The contractor will prepare and finalize the TNA, BA&EF, and TAP reports, ensuring stakeholder inputs are included. Additionally, the contractor will provide any other necessary inputs relevant to the TNA process as requested by the TNA Coordinator, UNEP Copenhagen Climate Centre, Regional Centres, and the National TNA Committee. The contractor is expected to adhere to best practices and methodologies provided by UNEP and will be required to travel internationally for this consultancy.

Required Qualifications:
The ideal candidate should possess at least a postgraduate degree in environmental management or a related climate field. Expertise in climate change mitigation analysis is essential, along with a minimum of 7 years of relevant experience with a Bachelor's degree or at least 5 years of relevant work experience with a Master's degree. The contractor should have at least 5 years of work experience in the climate change mitigation sector or related fields, preferably with experience in Mongolia. Practical experience in research analysis and project management is also required, and experience in an international agency or organization is desirable.

Educational Background:
Candidates must have a postgraduate degree in environmental management or other climate-related fields. A Bachelor's degree is acceptable if accompanied by a minimum of 7 years of relevant experience, while a Master's degree requires at least 5 years of relevant work experience. The educational background should be complemented by expertise in climate change mitigation analysis.

Experience:
The position requires a significant level of experience, specifically a minimum of 7 years of relevant experience with a Bachelor's degree or a minimum of 5 years with a Master's degree. Candidates should have at least 5 years of work experience in the climate change mitigation sector or related fields, ideally with a focus on Mongolia. Practical experience in research analysis and project management is also necessary, and experience in an international agency or organization is considered an asset.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in other languages may be beneficial but is not explicitly required.

The position is part-time and expected to last for 12 months. The contractor will be required to travel internationally as part of the consultancy.
