Job Overview: The position of Consultant to Review the curriculum and develop a Competency Framework is part of the Justice Sector Support Project (JURE) under the UNDP in Sri Lanka. The consultant will be responsible for evaluating the existing curriculum and creating a competency framework that aligns with the needs of the justice sector. This role requires a deep understanding of educational frameworks and the ability to translate complex concepts into practical applications. The consultant will work closely with stakeholders, including the Department of Prison, to ensure that the developed framework meets the operational requirements and enhances the capabilities of the personnel involved in the justice sector. The consultant is expected to deliver a comprehensive report detailing the findings and recommendations based on the review, along with the finalized competency framework.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Conduct a thorough review of the current curriculum used within the justice sector, identifying strengths and weaknesses.
Engage with key stakeholders, including educators, prison officials, and other relevant personnel, to gather insights and feedback on the curriculum.
Develop a competency framework that outlines the necessary skills, knowledge, and abilities required for personnel in the justice sector.
Prepare a detailed report that includes findings from the curriculum review and the proposed competency framework.
Present the findings and recommendations to the UNDP and relevant stakeholders.
Ensure that the competency framework is aligned with international best practices and local needs.
Provide recommendations for the implementation of the competency framework within the existing training programs.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
Proven experience in curriculum development and competency framework design, particularly in the context of the justice sector or related fields.
Strong analytical skills with the ability to assess educational materials and frameworks critically.
Excellent communication skills, both written and verbal, to effectively engage with stakeholders and present findings.
Familiarity with the justice sector in Sri Lanka and an understanding of its operational challenges.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: A minimum of a Master’s degree in Education, Social Sciences, or a related field is required. Additional certifications or training in curriculum development or instructional design will be considered an asset. The candidate should have a strong academic background that supports their expertise in educational frameworks and competency development.
Experience: Candidates should have at least 5 years of relevant experience in curriculum development, instructional design, or educational consultancy, preferably within the justice sector or governmental organizations. Experience working with international organizations or NGOs will be an advantage. The consultant should demonstrate a track record of successful project delivery and stakeholder engagement.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Proficiency in Sinhala is required, and knowledge of Tamil would be considered an added advantage, facilitating better communication with diverse stakeholders in the region.
Additional Notes: This position is classified as an Individual Contractor role, specifically for national consultants. The contract duration is set for 50 days within a span of 3 months, indicating a flexible work schedule. Only submissions from Sri Lankan individuals will be considered, and proposals must be submitted directly through the UNDP supplier portal by the specified deadline. The role may require travel to the Department of Prison, and candidates should be prepared for this aspect of the job. The compensation and benefits will be discussed during the selection process.
