Job Overview: The consultancy position is designed for a duration of 12 months, focusing on providing technical support and project management for the construction and rehabilitation of preschools in the municipalities of Baucau and Bobonaro. The consultant will be responsible for overseeing the construction process, ensuring adherence to quality standards, and coordinating with various stakeholders, including the Ministry of Education and the selected construction company. The role requires a proactive approach to monitor the project from initiation to completion, ensuring that the preschool facilities meet the needs of the community and align with national education goals.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Providing technical support during all phases of the project, including site assessments and the development of technical documents.
Supporting the procurement process and monitoring construction works from initiation to closure.
Managing contracts related to the construction and ensuring overall project management and coordination.
Collaborating with UNICEF programs and coordinating with government counterparts to monitor construction projects and ensure quality assurance.
Engaging with local communities to understand their needs and incorporate feedback into the project.
Reporting on project progress and challenges to UNICEF and stakeholders regularly.
Ensuring compliance with UNICEF's standards and guidelines throughout the project lifecycle.
Required Qualifications: Candidates must possess a strong background in project management, particularly in construction or education sectors. They should have experience working with international organizations and a solid understanding of the local context in Timor-Leste. Strong communication and interpersonal skills are essential, as well as the ability to work collaboratively with diverse stakeholders. Knowledge of technical standards for construction and education is highly desirable.
Educational Background: A degree in civil engineering, architecture, education, or a related field is required. Advanced degrees or certifications in project management or construction management will be considered an asset. Candidates should also have training or coursework related to early childhood education or community development.
Experience: A minimum of 5 years of relevant experience in project management, particularly in construction or education-related projects, is required. Experience working in developing countries, especially in Timor-Leste or similar contexts, is highly preferred. Familiarity with UNICEF's operational procedures and standards will be an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Tetum or Portuguese is considered a strong asset, as it will facilitate communication with local stakeholders and communities.
Additional Notes: This position is a full-time consultancy role for a duration of 12 months. The consultant will be expected to work closely with UNICEF and government partners, and may involve travel to remote areas.
