Job Overview: The TNA Coordinator (Contractor) position is designed to support and facilitate the Technology Needs Assessment (TNA) process, specifically for climate policy activities in Mongolia. The contractor will work under the direct supervision of the TNA Coordinator and will be responsible for providing technical services on a part-time basis. The role involves assessing technology needs, developing reports, and coordinating stakeholder meetings and workshops. The contractor will be expected to produce several key outputs, including a portfolio of prioritized technologies, a TNA report, a Barrier Analysis and Enabling Framework (BA&EF) report, and a Technology Action Plan (TAP) report. The contractor will also facilitate the identification and prioritization of technologies through participatory processes, ensuring broad stakeholder involvement. This position requires collaboration with various teams and stakeholders to ensure the successful implementation of climate policy initiatives.
Duties and Responsibilities: The contractor will have a comprehensive set of duties and responsibilities, including:
Coordinating consultative stakeholder meetings and workshops for TNA validation, BA&EF validation, and TAP validation.
Facilitating the identification and prioritization of technologies through a participatory process, which includes engaging relevant stakeholders and setting up sectorial working groups.
Analyzing how prioritized technologies can be implemented in Mongolia and identifying measures to improve implementation circumstances.
Reviewing and finalizing the TNA, BA&EF, and TAP reports, incorporating stakeholder inputs.
Providing additional inputs relevant to the TNA process as requested by the TNA Coordinator and other stakeholders.
Utilizing best practices and methodologies provided by the UNEP Copenhagen Climate Centre and other approved sources. The contractor will also be responsible for delivering specific reports and documents within set timelines, ensuring that all outputs meet the required standards and guidelines.
Required Qualifications: The contractor must possess at least a postgraduate degree in environmental management or a related climate field. A minimum of 7 years of relevant experience is required for candidates with a Bachelor's degree, or a minimum of 5 years for those with a Master's degree. The ideal candidate should have extensive experience in climate and policy-related project management, preferably within Mongolia. Additionally, practical experience in research analysis and project management is essential, along with a background in working with international agencies or organizations.
Educational Background: Candidates must have a postgraduate degree in environmental management or other climate-related fields.
