Job Overview: The National Coordinator will play a pivotal role in leading the coordination and implementation of CCAC projects and engagement at both the national and regional levels. This position involves consulting across ministries and engaging with regional and international stakeholders on SLCP issues. The coordinator will support the identification of priorities and needs related to SLCP action, building on the CCAC-supported Integrated Assessment for Thailand. The role is crucial in assisting the Government of Thailand in implementing SLCP mitigation measures and enhancing climate and clean air quality policies. The National Coordinator will work closely with the Pollution Control Department at the Ministry of Natural Resources and Environment, ensuring that CCAC-supported projects align with Thailand's needs and priorities. The position requires full-time commitment and will be based in Bangkok, Thailand, with responsibilities including attending official meetings and engagements with relevant government agencies.
Duties and Responsibilities: The National Coordinator will be responsible for a comprehensive set of duties, including: 1) Facilitating participation and buy-in from government entities to implement CCAC-supported SLCP activities, ensuring high-level political endorsement. 2) Engaging with sub-national governments and civil society within CCAC partner countries. 3) Coordinating all CCAC activities in Thailand in collaboration with the CCAC Focal Point. 4) Assisting the CCAC Focal Point in coordinating national SLCP planning, policy, and implementation efforts. 5) Supporting the delivery of CCAC projects, including the establishment of a Lower Mekong Regional Hub for Clean Air and accelerating methane reductions in rice production systems. 6) Ensuring smooth facilitation of project activities and next steps with project implementers. 7) Coordinating between various government sectors, ministries, and departments through cross-government consultations. 8) Submitting SLCP mitigation proposals to relevant funding mechanisms and providing guidance for investment plans. 9) Developing a country analysis for Thailand and presenting it to the CCAC team, including updates on national developments and events. 10) Participating in monthly calls with the CCAC to share project updates and coordinate advocacy efforts. 11) Engaging in high-level SLCP relevant events and presenting at CCAC meetings to showcase Thailand's successes and challenges. 12) Supporting the integration of SLCP mitigation measures into Thailand's Nationally Determined Contribution (NDC) and collaborating with national stakeholders. 13) Identifying new opportunities for engagement with the CCAC and delivering other ad hoc outputs as agreed.
Required Qualifications: Candidates must possess a Master’s degree or an equivalent qualification in a relevant field such as environmental management/science, economics, health, project management, finance, or administration. Additionally, at least 5 years of professional experience in areas related to environmental management, climate change, or project management is required. The ability to provide technical assistance to governments and stakeholders is essential, along with effective communication skills for engaging with multiple stakeholder groups. Knowledge of national policies regarding climate change mitigation and air pollution is necessary, as well as a good understanding of SLCPs and related issues in Thailand. Proficiency in advanced Excel functions is desirable.
Educational Background: A Master’s degree or equivalent qualification in a relevant field is mandatory for this position. This educational background should ideally encompass subjects related to environmental management, climate science, economics, health, project management, or finance. The educational qualifications should provide a strong foundation for understanding the complexities of climate change and air pollution issues, as well as the necessary skills for effective project management and stakeholder engagement.
Experience: The position requires a minimum of 5 years of professional experience in fields relevant to environmental management, climate change, or project management. Candidates should have a proven track record of working effectively with government entities and other stakeholders, demonstrating the ability to provide technical assistance and support in implementing environmental policies and projects. Experience in coordinating multi-stakeholder initiatives and engaging with civil society is also essential for this role.
Languages: Fluency in English and Central Thai, both written and spoken, is required for this position. This language proficiency is crucial for effective communication with various stakeholders, including government officials, project implementers, and international partners. While fluency in additional languages may be beneficial, the primary requirement is strong command over English and Central Thai to facilitate collaboration and reporting.
