Job Overview: The Consultant position focuses on enhancing disaster and climate resilience in the Asia-Pacific region, particularly in relation to food and energy crises exacerbated by climate change. The role involves facilitating the development of the Early Warning for All (EW4All) tool specifically for Armenia, as well as creating a QGIS plugin for Impact Based Forecasting (IBF). The Consultant will also manage content for the RAPAP Platform, ensuring it is up-to-date and effectively communicates with stakeholders. The position requires a proactive approach to identifying opportunities for enhancing the platform and supporting various projects related to air pollution and climate resilience. The Consultant will be expected to work remotely, collaborating with international partners and stakeholders to achieve project objectives.
Duties and Responsibilities: The Consultant will be responsible for a variety of tasks, including: 1) Facilitating the development of the EW4All tool at the country level for Armenia. 2) Developing a QGIS plugin for IBF to refine the current tool. 3) Providing day-to-day assistance for content management and updates of the RAPAP Platform, including country profiles and related data. 4) Communicating with partners and stakeholders to gather content and updates. 5) Identifying effective approaches for content input to ensure the platform remains current. 6) Exploring opportunities for enhancing the RAPAP Platform with new features. 7) Supporting EDD projects on air pollution, including stakeholder meeting preparations, data collection, literature review, and assisting with reports and publications. 8) Downloading and processing climate-related data for risk analytics and ensuring data harmonization for visualization. 9) Updating methodologies and data for the Risk and Resilience Portal, particularly for the Maldives and Sri Lanka, and presenting findings at regional conferences.
Required Qualifications: Candidates must possess an advanced degree in Computer Science or Software Development, or an equivalent qualification in computer technology. Additionally, multiple years of experience in software development, particularly in international contexts, are required. The ideal candidate should demonstrate technical expertise in programming and open-source software, as well as proficiency in database management systems such as Ruby, Python, SQL, Drupal, Solr, CKAN, Fenix, GIS, and D

Educational Background: An advanced degree in Computer Science, Software Development, or a related field is required. Experience: Candidates should have several years of experience in software development, particularly in roles that involve international exposure. Additional Notes: The position is remote and expected to last for a duration of 3+2 months. The Consultant will be compensated at a rate of USD 1890 by the end of February and USD 2520 by the end of March, funded through the EDD’s Energy Foundation China project budget.
