Job Overview: The position of Consultant is designed to support the OSCE Mission in Kosovo in its efforts to advance the rights of the Roma and Ashkali communities through effective reporting and implementation of the Action Plan for the Strategy for the Advancement of the Rights of the Roma and Ashkali Communities in Kosovo for the years 2022-202
The consultant will work closely with the Government's Office of Good Governance (OGG) and local municipalities to enhance their reporting capabilities and ensure that the local level implementation of the strategy is adequately documented and presented. The consultant's role will involve providing tailored guidance to municipalities, compiling and analyzing data, drafting reports, and presenting findings at a conference. This position requires a strong understanding of community rights, social inclusion, and the specific challenges faced by the Roma and Ashkali communities in Kosovo. The consultant will be expected to deliver high-quality reports that reflect the progress and challenges in various thematic areas, including education, health, housing, employment, and anti-discrimination, with a particular focus on gender and youth.
Duties and Responsibilities: The consultant will have a comprehensive set of duties and responsibilities, including:
Supporting municipalities in strengthening their reporting on the implementation of the Strategy and Action Plan, ensuring that reports are of high quality, complete, and submitted in a timely manner.
Providing tailored, hands-on guidance to at least 15 municipalities, both in-person and virtually, to improve their reporting processes.
Drafting the Local-Level Component of the 2025 Annual Implementation Report by compiling, analyzing, and systematizing municipal-level data collected from Municipal Action Committees (MACs) and municipal departments.
Ensuring that the report aligns with OGG reporting requirements and accurately reflects trends, challenges, and progress across thematic areas.
Presenting the Local-Level Component of the report at a conference, highlighting key findings and engaging with stakeholders.
Providing regular progress updates and a final report summarizing activities, findings, and recommendations for future actions.
Developing a reporting support package, including templates and instructions, to be shared with all obligated municipalities in both Albanian and Serbian.
Maintaining a tracking matrix to document which municipalities have submitted drafts, completed reports, or require follow-up.
Completing two rounds of revisions based on feedback from the OGG and the OSCE Mission in Kosovo. 1
Assisting in organizing the conference, including preparing the agenda and participant lists in local languages. 1
Responding to questions and remarks from conference participants and providing bi-weekly email updates to the Activity Manager throughout the assignment.
Required Qualifications: The position requires several necessary qualifications, including:
A university degree, preferably in education, public administration, social sciences, human rights, or other relevant fields.
A minimum of seven years of working experience in the field of protection and promotion of community rights, with a strong focus on social inclusion and minority protection.
Demonstrated experience working with municipal institutions in Kosovo, particularly on issues related to the rights of the Kosovo Roma, Kosovo Ashkali, and Kosovo Egyptian communities.
Proven experience in data collection, analysis, and drafting analytical reports for government or international organizations.
Excellent ability to produce clear, structured, and evidence-based reports in English.
Professional fluency in both Albanian and Serbian languages, both oral and written.
Proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint) and internet research skills.
Educational Background: The educational background required for this position includes a Bachelor's Degree, which is considered a first-level university degree or equivalent. The degree should preferably be in fields related to education, public administration, social sciences, human rights, or other relevant disciplines that equip the candidate with the necessary knowledge and skills to effectively engage with community rights and social inclusion issues.
Experience: The level of experience needed for this position is significant, with a minimum of seven years of relevant working experience.
