Job Overview: The Program Director will play a crucial role in leading a flagship, multi-country initiative funded by Acumen and the Mastercard Foundation, aimed at expanding green, decent livelihood opportunities for youth across East and West Africa. This initiative, known as the Green RISE Africa GROW Pillar, seeks to reach up to 400,000 rural and peri-urban nano and micro-entrepreneurs, with a strong emphasis on creating 112,000 Youth-in-Work outcomes, particularly for young women. The Program Director will provide overall vision, strategic leadership, and management for the program, ensuring high-quality implementation across the countries of operation. This role involves leading governance structures, managing program coherence and results, overseeing technical and operational teams, and ensuring impactful delivery. The Director will also represent the project with donors, governments, and regional partners, positioning the program for sustainability and scale.
Duties and Responsibilities: The Program Director will be responsible for leading the strategic direction and adaptive management of the program, ensuring alignment with the core approach of supporting young women in their entrepreneurship and employment journeys. This includes facilitating Program Steering Committee meetings, overseeing regional and country implementation, work planning, reporting, and compliance with donor and Mercy Corps standards. The Director will champion program approaches that ensure the target of 70% of young women improve or create decent self-employment or wage opportunities. Additionally, the Director will promote a culture of data-driven decision-making, recognize opportunities for innovative action, and ensure that safeguarding, Do No Harm, GESI, and youth engagement principles are embedded in all activities. The role also involves serving as the primary donor representative, strengthening partnerships with private-sector actors, government bodies, and financial institutions, and creating a work environment of mutual respect and collaboration among team members.
Required Qualifications: Candidates must possess a Master’s degree in international development, economics, business, or a related field. They should have at least 10 years of leadership experience in complex, multi-country youth employment, market systems, or livelihoods programs. Demonstrated experience working through partnership models and a strong understanding of African labor markets and youth employment dynamics are essential. Proven donor engagement and representation experience, along with very strong written and verbal communication skills in English, are required. An internationally recognized qualification in project or program management is preferred, or a commitment to obtain such a qualification early in the role.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as international development, economics, business, or a closely related discipline. This advanced education is crucial for understanding the complexities of the program and the socio-economic factors affecting youth employment and entrepreneurship in the regions of focus.
Experience: The position requires a minimum of 10 years of leadership experience in complex, multi-country programs related to youth employment, market systems, or livelihoods. Candidates should have a proven track record of managing large-scale programs, engaging with diverse stakeholders, and navigating the challenges of working in multiple countries. Experience in partnership models and a deep understanding of the dynamics of African labor markets are critical for success in this role.
Languages: Proficiency in English is mandatory for this position, as strong written and verbal communication skills are essential for effective engagement with donors, partners, and team members. While English is the primary language required, knowledge of additional languages relevant to the regions of operation may be considered an asset, enhancing communication and collaboration with local stakeholders.
Additional Notes: This position is based in Nairobi, Kenya, or other African locations, and may require up to 40% travel to support country programs. Travel may include visits to insecure locations with limited amenities. The role emphasizes ongoing learning, with team members expected to dedicate 5% of their time to personal and professional development activities.
