Job Overview: The Emergency Officer – Multi-Purpose Cash Assistance (MPCA) position is crucial for the Danish Refugee Council's response to the evolving humanitarian context in South Sudan. This role is part of the Mobile Response Teams (MRTs) that deliver protection-centered, multi-sectoral emergency assistance to populations affected by crises. The Emergency Officer will be responsible for the preparation and implementation of short-term emergency missions, ensuring that life-saving MPCA interventions are delivered effectively. The position requires close coordination with multi-sectoral teams to integrate DRC’s protection-centered assessment and response approach. The officer will participate in rapid needs assessments, implement emergency MPCA responses, and manage all technical, logistical, financial, and administrative processes related to MRT missions, ensuring compliance with DRC policies and donor requirements. This role is vital for ensuring timely and high-quality delivery of assistance in challenging field environments, making it a key position within the organization’s emergency response framework.
Duties and Responsibilities: The Emergency Officer will have a wide range of responsibilities, including but not limited to:
Mission Preparation and Implementation: Support the Mission Team Leader in preparing for missions, including logistical arrangements and equipment readiness. Implement emergency MPCA distributions and related activities, ensuring adherence to safe and transparent cash distribution procedures.
Assessments and Data Collection: Participate in multi-sector rapid needs assessments, collecting and organizing humanitarian data related to MPCA. Ensure that all activities align with humanitarian principles and protection standards.
Team Management and Supervision: Recruit and manage casual workers, ensuring timely task delivery in accordance with DRC’s Code of Conduct.
Coordination and Stakeholder Engagement: Liaise with local authorities, community leaders, and humanitarian partners to ensure effective coordination of interventions.
Documentation, Reporting, and Compliance: Maintain all required documentation related to recruitment, beneficiary registration, and cash disbursement. Prepare timely reports and contribute to procurement planning.
Monitoring, Evaluation, and Learning: Establish community feedback mechanisms and conduct post-intervention monitoring. Document lessons learned and support beneficiary registration using approved tools.
Accountability to Affected Populations: Promote meaningful participation of affected populations and ensure the correct application of accountability and protection protocols during all missions.
Required Qualifications: The position requires a minimum of three years of experience in security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, livelihoods, or cash-based programming. Candidates should possess a Bachelor’s degree or Diploma in a relevant field such as Development Studies or Social Sciences, or have equivalent experience. Demonstrated field experience in insecure and fragile contexts is essential, along with proven experience in managing MPCA and/or shelter activities. Proficiency in MS Word, Excel, and Outlook is required, along with strong teamwork skills and a professional approach. Candidates must also be willing to work in remote and potentially insecure locations under basic living conditions.
Educational Background: Candidates must have a Bachelor’s degree or Diploma in a relevant field such as Development Studies, Social Sciences, or Civil Engineering. Alternatively, a combination of relevant experience and educational qualifications may be considered. The educational background should provide a solid foundation for understanding the complexities of humanitarian work and the specific challenges faced in emergency response contexts.
Experience: The ideal candidate should have a minimum of three years of relevant experience in food security and livelihoods or cash-based programming. Experience in managing MPCA and/or shelter activities is crucial, as is the ability to work effectively in insecure and fragile environments. Candidates should demonstrate a history of successful project implementation and the ability to adapt to challenging field conditions.
Languages: Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization and with stakeholders. Knowledge of local languages spoken in South Sudan would be considered an asset, as it can enhance communication with affected populations and local authorities.
