Job Overview: The position of Analyste-Développeur SIMAST is crucial for the World Food Programme's efforts in Haiti, particularly in supporting the Ministry of Social Affairs and Labor (MAST) in developing and consolidating the Social Information System (SIMAST). This role involves providing technical, analytical, and institutional support to ensure the continuous improvement, sustainability, and institutionalization of the SIMAST. The Analyste-Développeur will play a key role in transitioning the SIMAST from WFP to MAST, which includes analyzing and developing systems, managing and analyzing data, documenting processes, and training MAST technical staff. The overarching goal is to ensure that the system is effectively integrated into national frameworks and that the capacity of local teams is strengthened for long-term sustainability.
Duties and Responsibilities: The Analyste-Développeur SIMAST will be responsible for a variety of tasks under the direct supervision of the National Officer in charge of Capacity Building. Key responsibilities include:
System Analysis and Development: Analyze the functional and technical architecture of SIMAST, contribute to the development and optimization of system modules, and support interoperability between SIMAST and MAST information systems.
Data Analysis and Management: Assist in processing, validating, and integrating data from SIMAST surveys, participate in analytical data exploitation, and document data management processes.
Transition Support: Contribute to the implementation of the technical and operational transition plan from SIMAST to MAST, formalize procedures and standards, and identify risks associated with the transition.
Capacity Building, Training, and Mentoring: Design and conduct technical training sessions, provide ongoing mentoring to MAST staff, and assess training needs to develop targeted capacity-building plans.
Coordination and Communication: Collaborate closely with developers, analysts, and technical partners, and systematically document developments and lessons learned.
Required Qualifications: Candidates must possess a university degree in computer science, information systems, data science, statistics, or a related field. Additionally, a minimum of 5 years of experience in web application analysis and development or information systems is required. Proven experience in database management and analysis is essential, along with experience in capacity building, training, or institutional support. Experience with institutional, governmental, or international donor-funded projects is highly desirable, as is prior work with the United Nations or civil society organizations.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as computer science, information systems, data science, or statistics. This educational foundation is crucial for understanding the technical aspects of system development and data analysis necessary for the role.
Experience: The position requires a minimum of 5 years of relevant experience in the analysis and development of web applications and/or information systems. Candidates should have a strong background in managing and analyzing databases, as well as experience in capacity building and training. Experience in institutional projects, especially those funded by international donors, is considered a significant advantage. Familiarity with the workings of the United Nations or similar organizations is also beneficial.
Languages: Fluency in French, English, and Haitian Creole is mandatory, with proficiency in reading, writing, and speaking required for all three languages.
