Job Overview: The Local Senior Level Support position is designed to provide essential support to the protection determination systems in Ireland. The successful candidate will be involved in a Quality Initiative (QI) project that focuses on conducting regular quality assurance reviews and developing training programs aimed at enhancing the capacity of personnel involved in the asylum process. This role will also include specialized training related to international protection and the implementation of the EU Pact on Migration and Asylum. The candidate will be expected to engage with various stakeholders to ensure that the training and capacity-building activities are effective and aligned with best practices in refugee law and policy. The position requires a proactive approach to identifying areas for improvement within the asylum system and implementing strategies to address these challenges.
Duties and Responsibilities:
Conduct regular quality assurance reviews of the protection determination systems in Ireland to ensure compliance with established standards and practices.
Develop and deliver training programs for staff involved in the asylum process, focusing on international protection and related legal frameworks.
Assist in the transposition of the EU Pact on Migration and Asylum by providing expertise and support to relevant stakeholders.
Collaborate with a wide network of partners to maintain effective working relationships and facilitate knowledge sharing.
Provide specialized training on refugee status determination and quality assurance activities.
Monitor and evaluate the effectiveness of training programs and make recommendations for improvements.
Stay informed about developments in refugee law, policy, and practice in Ireland and the EU.
Prepare reports and documentation related to quality assurance activities and training outcomes.
Required Qualifications:
Strong familiarity with the Irish asylum system, including refugee law, practice, and policy.
Proven experience in refugee status determination and conducting quality assurance activities.
In-depth understanding of the EU framework on asylum law and related policies.
Knowledge of displacement and protection issues, particularly with respect to an Age, Gender, and Diversity (AGD) approach to program and protection work.
Excellent interpersonal skills and the ability to develop and maintain effective working relationships with a diverse range of stakeholders.
Prior experience with UNHCR or similar organizations will be considered an asset.
Strong analytical and problem-solving skills, with the ability to work independently and as part of a team.
Educational Background: A relevant degree in law, social sciences, international relations, or a related field is required. Additional certifications or training in refugee law, human rights, or related areas will be advantageous. Continuous professional development in areas related to asylum and refugee protection is encouraged.
Experience: Candidates should have a minimum of 3-5 years of relevant experience in the field of asylum and refugee protection, with a focus on quality assurance and training. Experience working with international organizations, particularly in the context of refugee status determination, is highly desirable. Familiarity with the Irish asylum system and EU asylum policies is essential.
Languages: Fluency in English is mandatory. Proficiency in additional languages relevant to the refugee population in Ireland would be considered an asset, particularly languages spoken by significant communities of asylum seekers and refugees.

The working modalities will be flexible, likely involving a combination of on-site and remote work. The remuneration will align with the net annual salary scale established by the International Civil Service Commission (ICSC) for UNHCR local staff at the G7 grade in Ireland.
