Job Overview:
The Budget Analyst position is crucial for supporting the financial and budgetary functions of the Country Office in Greece. The successful candidate will work under the supervision of the National Budget Officer and the Senior Budget Associate, contributing to budget analysis and reporting. This role involves assisting with data analysis related to program implementation and indicators, which is essential for preparing progress and final reports for donors. The Budget Analyst will also be responsible for maintaining accurate records and documentation, ensuring compliance with donor agreements, and supporting the overall financial management of projects. The position requires a proactive approach to monitoring project development and ensuring that all financial activities align with organizational standards and donor requirements. The candidate will play a key role in maintaining the Monitoring and Information System (MIS) and ensuring that all relevant data is accurately recorded and updated.

Duties and Responsibilities:
The duties and responsibilities of the Budget Analyst include:
  • Assisting in the preparation of periodic and activity-specific reports for donors and internal stakeholders.
  • Conducting data analysis to support program implementation and reporting.
  • Preparing draft charts, statistics, and relevant information for reporting purposes.
  • Liaising with program staff to monitor project development and ensure compliance with donor agreements.
  • Assisting program coordinators with visibility actions related to projects.
  • Maintaining a central filing system for project documentation, ensuring integrity and easy access to information.
  • Updating the Monitoring and Information System (MIS) with relevant data and documents.
  • Regularly updating databases with financial, contractual, and audit data for tracking and risk assessment.

  • Performing other duties as assigned by supervisors.

Required Qualifications:
The position requires a Bachelor’s degree in Business Administration, Economics, Statistics, or a related field from an accredited institution. A Master’s degree in these fields is considered an advantage. Candidates must have a strong understanding of financial management and reporting, particularly in relation to EU funding instruments. Proven experience with audit activities is highly desirable, along with knowledge of Monitoring Information Systems (MIS) for projects co-financed under the National Strategic Reference Framework (NSRF) and the Community Support Framework (CSF). Familiarity with ORACLE software is also a plus. Candidates should possess strong analytical skills and the ability to communicate effectively in a multicultural environment.

Educational Background:
Candidates must hold a Bachelor’s degree in a relevant field such as Business Administration, Economics, or Statistics from an accredited academic institution. Accreditation should be from universities listed in the UNESCO World Higher Education Database. A Master’s degree in the aforementioned fields is advantageous and may enhance the candidate's profile for this position.

Experience:
The ideal candidate should have a minimum of one year of proven experience in audit activities, with a strong preference for those who have worked with EU funding instruments and have experience in financial management and reporting. Experience in liaising with governmental and diplomatic authorities, as well as working in international organizations, is highly valued. Familiarity with the operational aspects of projects funded under the National Strategic Reference Framework (NSRF) and the Community Support Framework (CSF) is also beneficial.

Languages:
Fluency in English and Greek, both written and oral, is required for this position. Candidates will be evaluated on their proficiency in these languages during the selection process, which may include written and/or oral assessments. Knowledge of additional languages such as French or Spanish, which are also official languages of IOM, is considered a plus and may enhance the candidate's application.
