Job Posting Organization:
The position is located within the Automated System for Customs Data (ASYCUDA) Programme, which is part of the Division on Technology and Logistics (DTL) of the United Nations Conference on Trade and Development (UNCTAD). Job Overview:
The Information Systems Assistant plays a crucial role in supporting the ASYCUDA Programme by providing technical assistance in the development and maintenance of computer information systems, databases, and applications. The incumbent will work under the supervision of the ASYCUDA Regional Coordinator for the Americas and Caribbean, contributing to the design, implementation, and troubleshooting of various computer applications. This position requires a strong understanding of programming languages and IT technologies, as well as the ability to manage and document technical processes. The role also involves leading projects, conducting feasibility studies, and providing training and guidance to junior staff. The assistant will be expected to analyze user needs and develop solutions that enhance the efficiency of customs operations, ensuring that the systems are user-friendly and meet the requirements of the organization.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Assistant include:
  • Providing support for computer information systems, databases, and applications in the assigned area, including complex troubleshooting.
  • Participating in the development, programming, testing, debugging, and implementation of new computer application systems releases, modules, and functionalities.
  • Designing and developing computer application systems and programs using multiple programming languages and UN established standards.
  • Installing software and hardware according to technical specifications and monitoring applications systems using appropriate tools.
  • Managing and maintaining technical documentation for relevant computer application systems and products.
  • Assisting in developing support and operations procedures for computer applications systems.
  • Serving as a team leader in projects related to the planning, specification, design, development, implementation, and maintenance of computer application systems.
  • Conducting feasibility studies and systems analysis for improvements and new systems.
  • Identifying user needs and developing workflow systems, including document management and archival procedures. 1
  • Providing support on ASYCUDA computer application systems development matters, including security" style="border-bottom: 1px dotted #007bff !important;">security and data backup. 1
  • Guiding and training new/junior staff and supervising their work as required. 1
  • Assisting with data collection, analysis, and preparation of presentations and reports.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher can reduce the minimum required experience. The position requires a minimum of 10 years of experience in information systems analysis, programming, systems administration, software development, or technical writing. Candidates with a first-level university degree may qualify with 8 years of experience. Additionally, experience in data analytics or an automated customs environment is desirable, as well as experience in supporting UN or similar international organization technical cooperation programmes.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. Candidates with a first-level university degree or higher are preferred, as this can reduce the required years of experience. The focus should be on fields related to information technology, computer science, or a related discipline that provides the necessary skills for systems analysis and programming.

Experience:
The position requires a minimum of 10 years of relevant experience in information systems analysis and programming, systems administration, software development, or technical writing. This requirement is reduced to 8 years for candidates with a first-level university degree or higher. Experience in data analytics or related areas is desirable, as well as experience in an automated customs environment and in supporting technical cooperation programmes within the United Nations or similar organizations.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required at UN Level II, and proficiency in Spanish is also required at UN Level III. Candidates must demonstrate their language skills in reading, writing, listening, and speaking according to the UN Language Framework.
