Job Overview:
The Nurse position at the Migration Health Assessment Clinic (MHAC) involves performing daily nursing activities that meet the technical requirements of resettlement countries. This includes conducting medical examinations, collecting samples for laboratory testing, administering vaccinations, managing tuberculosis (TB) cases, and ensuring proper documentation and information transmission. The nurse will also provide essential information and explanations to migrants and refugees regarding the health assessment process, ensuring thorough identification and follow-up through comprehensive history taking and accurate biodata collection. The role requires adherence to health assessment program checklists and standard operating procedures (SOPs), maintaining universal precautions, and managing the MHAC pharmacy and medical supplies. Additionally, the nurse will be responsible for providing pre- and post-counseling on TB and HIV, preparing administrative reports, and supporting mobile missions as needed. The position may also involve medical escort duties to ensure continuity of care for migrants throughout their journey.

Duties and Responsibilities:
  • Perform medical examinations including checking vital signs, weight, height, and visual acuity.
  • Collect blood, urine, or sputum samples as required for laboratory testing.
  • Administer vaccinations and manage TB treatment and referrals.
  • Ensure proper documentation and certification of health assessments.
  • Maintain a register of applicants undergoing health investigations and testing.
  • Follow and implement health assessment program checklists and SOPs.
  • Verify that samples are properly transported to designated laboratories.
  • Maintain and monitor the MHAC pharmacy and medical kits.
  • Provide pre- and post-counseling on TB and HIV education. 1
  • Prepare administrative reports and program updates. 1
  • Support planning and execution of mobile missions. 1
  • Assist with pre-departure documents and briefings. 1
  • Perform medical escort duties as required. 1
  • Maintain collaborative relationships with partners including internal IOM departments and other health providers. 1
  • Collect and share statistical information with senior staff as required. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Bachelor’s degree in Nursing from an accredited institution with three years of professional experience, or a Diploma in Nursing with five years of experience in relevant countries.
  • A valid nursing license to practice in the country of duty station.
  • Proven experience in clinical nursing, particularly in TB management, mass immunizations, communicable diseases, and public health.
  • Knowledge of patient safety and infection prevention and control.
  • Clinical expertise or a post-graduate diploma/degree in emergency care is advantageous.
  • Excellent technical skills, including phlebotomy and bedside manner.
  • Strong organizational and communication skills.
  • Proficiency in MS Office suite (Word, Excel, Access).

Educational Background:
Candidates must possess a Bachelor’s degree in Nursing from an accredited academic institution. Alternatively, a Diploma in Nursing is acceptable if it allows the candidate to fulfill the full scope of responsibilities defined in the position description. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have proven experience in clinical nursing, with a preference for those who have training or experience in TB management, mass immunizations, communicable diseases, and laboratory testing. Experience in public health and knowledge of patient safety and infection prevention and control are also important. A background in emergency care or a related clinical specialization is considered an advantage.

Languages:
Fluency in English and Sinhalese or Tamil is required. Fluency in all three languages (English, Sinhalese, and Tamil) is advantageous and will enhance communication with diverse migrant populations.

Additional Notes:
The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Sri Lanka will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and compliance with government regulations.
