Job Overview: The position of Individual Consultant for Technical Assistance to Operationalize the e-Procurement Monitoring System is crucial for the Project for Promoting Prosecution of Corrupt Practices through the Establishment of Anti-corruption Mechanism (PPCP). The consultant will be responsible for providing expert guidance and support in the implementation of an e-procurement monitoring system that enhances transparency and efficiency in procurement processes. This role requires a deep understanding of procurement practices, anti-corruption measures, and the technical aspects of e-procurement systems. The consultant will work closely with various stakeholders, including government agencies and civil society organizations, to ensure the successful operationalization of the system. The expected outcome is to establish a robust monitoring framework that not only tracks procurement activities but also promotes accountability and integrity in public procurement.
Duties and Responsibilities: The duties and responsibilities of the Individual Consultant include but are not limited to:
Conducting a comprehensive assessment of the current procurement processes and identifying gaps that can be addressed through the e-procurement monitoring system.
Developing a detailed implementation plan for the operationalization of the e-procurement monitoring system, including timelines, milestones, and resource requirements.
Collaborating with IT specialists to design and customize the e-procurement system to meet the specific needs of the project and stakeholders.
Providing training and capacity-building sessions for relevant personnel on the use of the e-procurement system and best practices in procurement monitoring.
Establishing key performance indicators (KPIs) to measure the effectiveness of the e-procurement monitoring system and ensuring regular reporting on these metrics.
Engaging with stakeholders to promote the benefits of the e-procurement system and encourage its adoption across various procurement entities.
Preparing progress reports and documentation to communicate findings, challenges, and recommendations to UNDP and other stakeholders.
Required Qualifications: The required qualifications for this position include:
A strong background in procurement, public administration, or a related field, with a focus on anti-corruption measures.
Proven experience in implementing e-procurement systems or similar technology-driven solutions in a public sector context.
Familiarity with international procurement standards and practices, particularly in relation to transparency and accountability.
Excellent analytical and problem-solving skills, with the ability to assess complex situations and propose effective solutions.
Strong communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
Educational Background: The educational background required for this position includes a minimum of a bachelor’s degree in procurement, public administration, business administration, or a related field. A master’s degree in a relevant discipline is preferred and may be considered an asset. Additional certifications in procurement or project management would be advantageous.
Experience: The level of experience needed for this position includes at least 5 years of relevant professional experience in procurement, with a focus on public sector procurement and anti-corruption initiatives. Experience working with international organizations or government agencies on procurement-related projects is highly desirable. Familiarity with e-procurement systems and their implementation in a national context is essential.
Languages: The mandatory languages required for this position are English, Sinhala, and/or Tamil. Proficiency in these languages is necessary to effectively communicate with stakeholders and ensure the successful implementation of the e-procurement monitoring system. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is classified as an Individual Contractor role, with a contract duration from February 2026 to December 2026, totaling 150 days of work. It is important to note that only submissions from Sri Lankan individuals will be considered for evaluation, and submissions from organizations or other nationals will not be accepted.
