Job Overview: The consultant will conduct an independent technical review of the child protection data and knowledge management system, identifying gaps and providing actionable recommendations for enhancement. The role involves developing customized analytical tools and data products to support real-time data analysis, informing program planning and adjustments based on program needs. The consultant will strengthen the data management system and contribute to analysis, visualization, and knowledge management processes to enhance evidence-based program planning, monitoring, reporting, and decision-making in the context of humanitarian response and recovery. The consultant's work will ensure the availability of high-quality, timely, and disaggregated data to assess progress against expected results outlined in the Annual Work Plan.
Duties and Responsibilities:
Provide technical support through specialized expertise in data products generation, data management, and data keeping for the Better Care Programme and humanitarian response.
Enhance the child protection program-related data collection and analysis system through evaluation of data collection processes from multiple projects, data cleaning, verification, and consolidation, with a report on improvements.
Improve coordination of data gathering and results reporting among sections and Field Offices to ensure cross-sectoral results are properly tracked and communicated.
Develop data products and assessment tools (dashboards, maps, tracking tables, etc.) for main child protection pillars using technical skills such as data modeling, advanced Power BI, Arc GIS, VBA, and advanced Excel.
Build capacity of child protection section stakeholders on data collection and management.
Create an effective system for management, dissemination, and use of knowledge and evidence within the section.
Required Qualifications: Minimum requirements include a Master’s degree or equivalent in Social Sciences, Research, International Development, Sociology, Political Science, International Relations, or related disciplines. Candidates should have 1-2 years of professional experience in Data Analytics, Information Management, and/or Monitoring and Evaluation. Demonstrated experience in data collection, analysis, and visualization is essential. Knowledge of Protection and Child Protection programs and principles is a plus. Candidates should possess good interpersonal and communication skills, along with strong analytical skills.
Educational Background: A Master’s degree or equivalent in relevant fields such as Social Sciences, Research, International Development, Sociology, Political Science, or International Relations is required for this position.
Experience: Candidates should have 1-2 years of professional experience in Data Analytics, Information Management, and/or Monitoring and Evaluation. Experience in data collection, analysis, and visualization is essential, along with familiarity with Protection and Child Protection programs and principles.
Languages: Proficient/native level of Ukrainian (C2) is mandatory, while intermediate level of English (B1) is also required. Additional language skills may be considered an asset.
Additional Notes: The consultant will be required to undertake some field missions to locations such as Lviv, Odesa, and Poltava, with a total of 8 trip days planned. The contract will be based on deliverables, and payment will be contingent upon the submission of agreed deliverables. UNICEF reserves the right to withhold payment if deliverables do not meet required standards or if there are delays. Selected candidates will undergo rigorous reference and background checks, and must adhere to UNICEF's standards and principles, including a zero-tolerance policy on misconduct. Consultants are responsible for their tax liabilities and ensuring valid visa and health insurance for the contract duration. Selected consultants must confirm fully-vaccinated status against COVID-19, unless working remotely.
