Job Overview: The Impact Evaluation Consultant: Data Analyst position is a consultancy role within UNICEF's Evaluation Office (EO). The primary purpose of this consultancy is to provide quantitative data analysis support for the baseline phase of the Climate Resilient WASH impact evaluation in Karamoja, Uganda. The consultant will collaborate with a multidisciplinary team, including the UNICEF Impact Evaluation Specialist and WASH thematic experts, to ensure high-quality data collection, management, and analysis that adheres to international evaluation standards. The role involves establishing robust data collection systems, conducting baseline analysis, and creating comprehensive documentation to guide subsequent evaluation phases. The consultant will also be responsible for capacity building and coordination with various stakeholders, ensuring that the evaluation process is effective and meets UNICEF's standards.
Duties and Responsibilities: The consultant's primary responsibilities include:
Baseline Data Collection and Analysis: Collaborating with the evaluation team to finalize survey instruments, preparing them for programming, and ensuring compliance with data quality standards. Developing enumerator training materials and field protocols, supervising data collection, and conducting systematic data quality checks.
Baseline Data Analysis and Reporting: Cleaning and preparing comprehensive baseline datasets, conducting thorough baseline analysis, and drafting a comprehensive baseline report that meets UNICEF evaluation standards.
Data Management and Study Protocol Development: Establishing secure data storage systems, creating comprehensive study protocol documentation, and preparing knowledge management systems for subsequent evaluation phases.
Capacity Building and Coordination: Conducting capacity building sessions for UNICEF Uganda and government counterparts, participating in Evaluation Reference Group meetings, and coordinating with KOICA evaluation focal points.
Required Qualifications: Candidates must possess an advanced university degree (Masters) in economics, public health, public policy, political science, evaluation, or development studies with a quantitative focus. They should have a minimum of 3 years of professional experience in quantitative data analysis, preferably in development contexts, and experience with randomized controlled trials. Candidates should demonstrate experience with large-scale survey data collection and management in low- and middle-income countries, as well as solid technical expertise in statistical analysis and causal inference methods. Basic ethics certificates for conducting primary studies on human subjects are also required.
Educational Background: The educational background required for this position includes an advanced university degree (Masters) in a relevant field such as economics, public health, public policy, political science, evaluation, or development studies, with a specific focus on quantitative methods.
