Job Overview:
The IC Senior Taxation Legal Consultant - Support and Compliance position is designed to assist the Ministry of Finance of the Republic of Serbia in aligning its legal and institutional frameworks with the European Union's Chapter 16 on Taxation. This role involves providing expert guidance on value-added tax, excise duties, and the establishment of systems for administrative cooperation. The consultant will play a crucial role in ensuring that Serbia meets the necessary criteria for EU accession in taxation matters. The assignment is expected to span from February 2026 to November 2026, during which the consultant will work closely with the Serbian Tax Administration and the Fiscal Systems Department to modernize and automate processes in line with EU standards.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: conducting a comprehensive analysis of Serbia's current taxation laws and practices; providing recommendations for legal reforms to align with EU standards; assisting in the development of training programs for tax officials; facilitating workshops and discussions with stakeholders to promote understanding of EU taxation requirements; drafting reports and documentation to support the Ministry of Finance's initiatives; and monitoring the implementation of proposed changes to ensure compliance with EU directives. The consultant will also be expected to engage with various governmental and non-governmental entities to foster collaboration and support for the modernization of Serbia's tax system.

Required Qualifications:
Candidates must possess a strong background in taxation law, particularly in relation to EU legislation. A thorough understanding of value-added tax and excise duties is essential. Additionally, candidates should have experience working with governmental institutions, preferably in a consultancy capacity. Strong analytical and communication skills are required, along with the ability to work collaboratively with diverse stakeholders. Familiarity with the EU accession process and its implications for taxation is highly desirable. Candidates should also demonstrate a commitment to promoting transparency and efficiency in tax administration.

Educational Background:
A minimum of a Master's degree in Law, Finance, Public Administration, or a related field is required. Advanced qualifications or certifications in taxation or public finance will be considered an asset. Candidates should have a solid academic foundation that supports their expertise in taxation and legal compliance.

Experience:
The ideal candidate should have at least 5-7 years of professional experience in taxation law, with a focus on EU regulations and compliance. Experience working with international organizations, particularly in a consultancy role, is highly advantageous. Candidates should have a proven track record of successfully implementing tax reforms or modernization projects within governmental frameworks.

Languages:
Fluency in English is mandatory, as the role requires extensive communication with international stakeholders and the preparation of documentation in English. Proficiency in Serbian is also essential, as the consultant will be working closely with local authorities and stakeholders. Knowledge of additional languages, particularly those of the EU member states, would be considered a plus.
