Duties and Responsibilities: The IC Senior Expert will have a comprehensive set of responsibilities, including but not limited to:
Conducting a thorough analysis of the current taxation legal framework in Serbia and identifying gaps in compliance with EU standards.
Developing recommendations for legal amendments necessary to align Serbian tax laws with EU acquis, particularly in the areas of value-added tax and excise duties.
Collaborating with the Ministry of Finance and other relevant stakeholders to draft and propose legislative changes.
Providing technical assistance and guidance to the Serbian Tax Administration in implementing the proposed legal amendments.
Supporting the development of systems for administrative cooperation in taxation, ensuring effective communication and collaboration between tax authorities.
Conducting training sessions and workshops for government officials and tax administration staff to enhance their understanding of EU taxation standards and practices.
Monitoring and evaluating the progress of the implementation of the legal framework amendments and providing feedback for continuous improvement.
Required Qualifications: Candidates for the IC Senior Expert position must possess a robust set of qualifications, including:
A deep understanding of taxation laws and regulations, particularly in the context of EU legislation.
Proven experience in legal analysis and drafting, specifically related to taxation and fiscal policies.
Strong knowledge of the EU acquis, especially Chapter 16 on taxation.
