Job Overview:
The position of IC Senior Expert for Support Drafting Taxation Law Provisions is designed to provide expert assistance to the Ministry of Finance of the Republic of Serbia. The primary goal is to ensure that Serbia aligns its taxation laws with the European Union's Chapter 16 (Taxation) requirements. This involves comprehensive legal and institutional harmonization in areas such as value-added tax and excise duties. The expert will also support the Serbian Tax Administration and the Fiscal Systems Department in modernizing and automating their processes to meet EU accession criteria. The assignment is set to take place from February 2026 to November 2026, during which the expert will play a crucial role in facilitating Serbia's readiness for the closure of this negotiation chapter with the EU.

Duties and Responsibilities:
The duties and responsibilities of the IC Senior Expert include but are not limited to:
  • Conducting a thorough analysis of existing taxation laws in Serbia and identifying gaps in compliance with EU standards.
  • Drafting new legal provisions and amendments to existing laws to align with Chapter 16 of the EU acquis.
  • Collaborating with the Ministry of Finance and other relevant stakeholders to ensure a comprehensive approach to legal harmonization.
  • Providing technical assistance and guidance to the Serbian Tax Administration in the implementation of new taxation systems.
  • Developing training materials and conducting workshops for government officials on EU taxation standards and practices.
  • Monitoring and evaluating the progress of the implementation of new taxation laws and systems.
  • Preparing reports and documentation to present findings and recommendations to the Ministry of Finance and UNDP.

Required Qualifications:
Candidates must possess a strong background in taxation law, with specific expertise in EU taxation regulations. A proven track record of working with government institutions, particularly in the context of legal drafting and reform, is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, with the ability to work collaboratively in a multi-stakeholder environment. Familiarity with the Serbian legal framework and experience in international development projects will be considered an asset.

Educational Background:
A minimum of a Master's degree in Law, Public Administration, or a related field is required. Specialized training or certifications in taxation law or EU law will be highly regarded. Candidates should have a solid understanding of the legal principles governing taxation and public finance, particularly in the context of EU accession processes.

Experience:
Candidates should have at least 5-7 years of professional experience in taxation law, with a focus on legal drafting and reform. Experience working with government agencies, particularly in the context of EU integration, is highly desirable. Previous involvement in international development projects, especially those funded by UNDP or similar organizations, will be an advantage.

Languages:
Fluency in Serbian is mandatory, as the role requires interaction with local stakeholders and government officials. Proficiency in English is also required, as the expert will need to communicate effectively with international partners and prepare documentation in English. Knowledge of additional languages, particularly those spoken in the EU, would be considered a plus.

Additional Notes:
This position is classified as an individual contractor role, which typically implies a flexible working arrangement. The contract duration is from February 2026 to November 2026, and the position is full-time. The expert will be expected to work closely with UNDP and the Ministry of Finance, and may involve travel within Serbia as necessary.
