Job Overview:
The HR Officer for the Dakar Hub plays a crucial role in providing comprehensive administrative support to the Human Resources functions within the hub. This position is designed to assist the Principal Operational Support Adviser in managing all HR-related activities, ensuring that services are delivered efficiently in terms of cost, quality, and timeliness. The HR Officer will interact frequently with various departments within the hub and will also support hosted entities and occasionally engage with management teams from DRC country offices. The role encompasses a wide range of responsibilities, including recruitment, payroll management, compliance with local labor laws, and the development of training programs for staff. The HR Officer is expected to maintain a high level of professionalism and integrity while fostering a collaborative and supportive work environment.

Duties and Responsibilities:
The HR Officer's duties and responsibilities include:
  • Hub Administration: Welcoming new staff, coordinating briefing schedules, preparing HR briefings, setting up IT equipment, and maintaining contact lists.
  • Recruitment & Structure: Supporting recruitment processes, monitoring staffing needs, ensuring job descriptions are current, providing technical support for organizational changes, and updating the organizational chart.
  • Payroll & National Social security" style="border-bottom: 1px dotted #007bff !important;">Security: Supervising payroll elements for local staff, managing tax and social security contributions, preparing final account balances for departing employees, and serving as a liaison for social and labor law issues.
  • HR Compliance & Monitoring: Managing filing systems, ensuring compliance with training requirements, monitoring performance reviews, assisting with underperformance issues, identifying training needs, and supporting audits.
  • Technical Support: Providing assistance with HR tools and performing additional tasks as assigned by the HQ Hub.

Required Qualifications:
Candidates must possess at least 2 years of relevant administrative or human resources experience, preferably within an international non-governmental organization (INGO) or similar environment. Familiarity with Senegalese labor laws is highly desirable. Applicants should have a strong command of Microsoft Office, particularly Excel, and demonstrate excellent analytical and reporting skills. Strong interpersonal skills and the ability to work effectively under pressure are essential. Proficiency in French is mandatory, while a good command of English is considered an advantage. Knowledge of Dynamics ERP software or other HR management systems is also beneficial.

Educational Background:
A relevant educational background in human resources, business administration, or a related field is required for this position. Candidates should have a solid understanding of HR principles and practices, as well as the ability to apply this knowledge in a practical setting.

Experience:
The ideal candidate should have a minimum of 2 years of experience in administrative or human resources roles, with a preference for experience in an INGO or international context. Previous experience in a similar position is highly valued, particularly in environments that require compliance with local labor laws and regulations.

Languages:
Fluency in French is mandatory, as the role requires excellent written and spoken communication skills in the language. A good level of English is advantageous, as it may facilitate communication with international teams and stakeholders.

Additional Notes:
This position is a national contract with a duration of 12 months. The HR Officer will be based in Dakar, Senegal, with potential field travel of up to 25% if required. The salary band is classified as Non-Management H-
