Job Overview:
The HA and DRR Programme Associate will play a crucial role in supporting the Humanitarian and Disaster Risk Reduction (DRR) Unit at UN Women. Reporting to the Regional Humanitarian and DRR Specialist, the Programme Associate will assist in the development and implementation of effective programs that align with UN Women’s rules and regulations. This position involves providing operational, administrative, and programmatic support to the Programme Team, contributing to research, financial management, and program implementation. The Programme Associate will work closely with various stakeholders, including country offices, regional offices, and UN Women HQs, to resolve complex finance-related issues and facilitate the exchange of information. The role is vital in ensuring that gender-responsive disaster risk reduction and climate adaptation support are effectively integrated into programs targeting women and youth in the region.

Duties and Responsibilities:
The duties and responsibilities of the HA and DRR Programme Associate include providing advanced administrative and logistical support for program formulation and management, which involves preparing work plans, budgets, and proposals. The Associate will offer technical guidance to country offices and executing agencies on routine delivery and reporting of program activities and finances. They will coordinate the collection of information for audits and support the implementation of audit recommendations. Additionally, the Associate will contribute to the development of standard operating procedures and guidelines for program management, review program data for various projects, and support the development and implementation of communication plans. Financial management responsibilities include creating projects in the Quantum system, preparing budget revisions, monitoring program finances, and maintaining internal expenditure control systems. The Associate will also oversee logistical arrangements for meetings and events, prepare public information materials, and support resource mobilization efforts by preparing agreements and processing donor information. Furthermore, the role involves facilitating knowledge building and sharing by synthesizing lessons learned and organizing training for stakeholders.

Required Qualifications:
The position requires a completion of secondary education as a minimum, with a Bachelor’s degree in Gender Studies, Disaster Risk Management, Climate Change, or humanitarian action being essential. A program management certification is desirable. The candidate must possess strong knowledge of program management, excellent financial and budgeting skills, and the ability to create and present information clearly. Proficiency in administering and executing administrative processes and transactions is also required, along with the ability to manage data and workflow effectively.

Educational Background:
Candidates must have completed secondary education, with a Bachelor’s degree in a relevant field such as Gender Studies, Disaster Risk Management, Climate Change, or humanitarian action being mandatory. A program management certification is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
At least 7 years of progressively responsible experience in administration or program management/support is required. Candidates should have experience in supporting a team and using a modern web-based ERP system. Familiarity with multiple office software packages in a computer environment is desirable, as it will aid in the execution of the role's responsibilities effectively.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and will be considered an advantage in the recruitment process.
