Job Overview:
The Supply Chain Specialist position is integral to the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global health initiative funded by the U.S. Department of State, which runs from 2019 to 202
  • This role specifically supports the Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) workplan of the EpiC project in the Philippines, which aims to enhance national and local capacities for public health emergency preparedness and response. The Specialist will provide both technical and operational support to strengthen supply chain systems critical for public health emergencies, ensuring the availability and timely delivery of essential commodities. The position requires collaboration with various stakeholders, including the Department of Health (DOH) and partner agencies, to address immediate supply chain gaps while establishing resilient systems for emergency readiness.

Duties and Responsibilities:
  • Emergency-Ready Supply Chain Systems: Assess and document existing supply chain management systems at DOH and health facilities to identify bottlenecks. Design and implement interventions to improve inventory management and distribution for health emergency-related supplies. Establish Emergency Readiness Reserves (ERRs) and develop logistics plans for public health emergencies.
  • Medical, Laboratory, and Diagnostic Commodity Security: Provide technical leadership to ensure the availability of essential medical and laboratory supplies. Coordinate with various health departments to support reliable supply chains for health laboratories.
  • Subnational and Facility-Level SCM Capacity Strengthening: Offer technical assistance to partner facilities to improve supply chain practices. Develop and disseminate standard operating procedures and training materials for emergency logistics.
  • Emergency and Crisis Logistics Operations: Support emergency procurement and mobilization of medical supplies during outbreaks. Oversee supply chain processes and monitor inventory levels to prevent stock-outs.
  • Data, Reporting, and Coordination: Collect and analyze supply chain data to identify gaps and opportunities for improvement. Contribute to reports and presentations for project leadership and stakeholders.
  • Program Support and Compliance: Prepare technical products and ensure compliance with donor requirements and national regulations. Perform other duties as assigned to support EpiC GHS implementation.

Required Qualifications:
Candidates must possess a Bachelor’s degree in supply chain management, logistics, public health, or a related field, with a Master’s degree being an advantage. A minimum of 5 years of experience in supply chain management, preferably within NGOs or INGOs, is required. Candidates should have a strong understanding of supply chain processes, particularly in the context of health-related commodities, and knowledge of public health and international development in the Philippines. Excellent analytical, problem-solving, and communication skills are essential, along with the ability to work independently and collaboratively in a team environment.

Educational Background:
The educational requirement for this position includes a Bachelor’s degree in supply chain management, logistics, public health, or a related field. A Master’s degree is considered an advantage, indicating a higher level of expertise and understanding of the complexities involved in supply chain management within the health sector.

Experience:
