Job Overview:
The Strategic Program Development Advisor will play a pivotal role in the planning, development, and implementation of the Sahel Regional Fund (SRF) strategic programming and frameworks. This position is crucial for enhancing resilience, anticipatory action, climate adaptation, and humanitarian reform within the Sahel region. The advisor will contribute to the development of country and regional strategies that translate into actionable proposals and plans. The role requires a dynamic individual with extensive experience in donor relations, humanitarian programming, and the ability to work collaboratively with diverse teams and stakeholders. The advisor will support the Fund Director and other managers while maintaining an effective external network within the humanitarian and development community in the Sahel.

Duties and Responsibilities:
The main duties and responsibilities of the Strategic Program Development Advisor include:
  • Program Planning and Development: Maintain situational awareness through regular assessments and analysis of needs, consult stakeholders and donors on strategic priorities, lead the design and development of fund allocation and proposals, and ensure alignment with SRF's long-term goals.
  • Oversight of New Processes and Strategic Direction: Provide technical support for project design and delivery, lead the development of new processes to enhance program efficiency, and monitor and evaluate the impact of strategic initiatives.
  • Representation and Resource Mobilization: Liaise with key donors and stakeholders, support the SRF Director in identifying funding opportunities, and maintain relationships with funding agencies.
  • Policy and Strategic Advocacy: Monitor the humanitarian situation, develop advocacy strategies, and represent the fund at meetings and conferences.
  • Ensure effective communication with stakeholders and promote learning across SRF-funded projects.

Required Qualifications:
To be successful in this role, candidates must have a minimum of 7 years of robust donor experience in humanitarian and development programming. Required qualifications include:
  • Extensive experience in proposal development, budget development, program implementation, monitoring, and evaluation.
  • Knowledge of international humanitarian standards and principles.
  • Strong analytical and strategic thinking skills.
  • Excellent communication, negotiation, and facilitation skills.
  • Ability to work independently and be self-motivated.
  • Commitment to humanitarian values and principles, with a desire to positively impact vulnerable populations.
  • Experience coordinating with national partners and relevant stakeholders.

Educational Background:
Candidates are expected to have a relevant educational background, typically a degree in international relations, humanitarian studies, development studies, or a related field. Advanced degrees may be preferred, particularly for roles that require strategic oversight and program development.

Experience:
The position requires a minimum of 7 years of experience in humanitarian and development programming, with a strong focus on donor relations and proposal development. Experience in the Sahel region and with pooled funds or fund management is highly desirable. Candidates should also have experience in developing advocacy strategies and engaging in humanitarian diplomacy.

Languages:
Fluency in English is mandatory, and proficiency in French is highly desirable given the operational context in the Sahel region. Knowledge of local languages may also be beneficial for effective communication with local stakeholders.

Additional Notes:
The contract length for this position is 1 year, with the possibility of extension based on performance and funding availability. The role is classified as Non-Management E, and the work location is in Dakar, with regular field visits in the Sahel region. The position is designated for accompanied family status. The start date is set for 1st March 202
