Job Overview: The Shelter Cluster Coordinator will provide strategic leadership and operational management for the Shelter and Settlements Sector in Afghanistan. This role is crucial as Afghanistan undergoes a humanitarian coordination reset, consolidating various clusters into a unified Shelter and Settlements Sector. The incumbent will ensure that UNHCR fulfills its mandate as the Sector Lead Agency, overseeing coordination with humanitarian partners, government counterparts, and affected communities. The position requires a strong focus on integrating various functions such as emergency shelter interventions, site management, land tenure support, and pathways toward durable solutions. The Shelter Cluster Coordinator will lead national-level coordination, facilitate the transition to a merged sector, and develop a comprehensive sector strategy that addresses emergency shelter/NFI assistance, site management, eviction monitoring, land tenure support, and durable solutions. The role also involves ensuring adherence to international humanitarian standards and promoting protection, gender, age, diversity, and environmental considerations.
Duties and Responsibilities:
Strategic Direction and Coordination: Ensure UNHCR delivers on its commitments as lead of the Shelter Cluster, manage the team, establish strong working relationships with cluster members, and provide coordination services.
Needs Assessment, Resources Mobilization and Allocation: Facilitate shelter needs assessments, ensure timely data availability, and support resource mobilization.
Capacity Development: Build the capacity of government counterparts and coordinate shelter training activities.
Standard Setting and Implementation: Ensure the shelter response adheres to relevant technical standards and promote collaboration with related clusters.
Information Management, Monitoring, Evaluation and Reporting: Develop and implement an information management strategy, produce analytical reports, and ensure monitoring and evaluation of operations.
Advocacy, Promotion and Fundraising: Identify core advocacy concerns, represent the Shelter Cluster in meetings, and negotiate funding priorities.
Perform other related duties as required.
Required Qualifications: The position requires excellent knowledge of the humanitarian reform process, good communication skills, and familiarity with shelter-related technical guidelines and standards. The candidate should have a strong understanding of current humanitarian issues and the role of the humanitarian community, including UN agencies, NGOs, and the Red Cross. Applied knowledge of UNHCR's mandate and policies related to internally displaced persons (IDPs), shelter, and non-food items (NFI) is desirable. The candidate should also demonstrate expertise in program management and reporting requirements.
Educational Background: Candidates must possess an undergraduate degree in shelter-related sciences (e.g., civil engineering or architecture) or another relevant field. A graduate degree or doctorate in a related field may substitute for some years of experience. Relevant certifications in cluster coordination and emergency management from UNHCR are essential.
Experience: For the P3/NOC level, candidates should have at least 6 years of relevant experience with an undergraduate degree, 5 years with a graduate degree, or 4 years with a doctorate. Experience in humanitarian coordination, particularly in shelter, is highly valued. Candidates should also have demonstrated expertise in program management and reporting requirements.
Languages: Knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. Additional languages are considered an asset.
